This is not entirely true. Installing Windows 11 without UEFI and TPM is a matter of two commands run before installation:

reg add HKLMSYSTEMSetupLabConfig /v BypassSecureBootCheck /t REG_DWORD /d 1 /f
True, I haven’t tried it as an upgrade over an existing OS yet, but as a clean installation it works without any problems. All you have to do is boot (it’s fun when installing a system that requires Secure Boot can boot normally in legacy BIOS mode) and run the Shift + F10 command line and the two commands in it after booting the installer. Then it can be easily installed on a machine that does not have UEFI or TPM. Updates on it (so far) normally work. And if there were dozens before, the OS on that machine will activate itself and it’s done :).
There is only one obstacle in the installation: resistance to Windows 11. And I personally see this argument as a completely relevant reason not to do it. Because I consider the eleven to be a disgusting system, because Microsoft removed a lot of useful things from it that were in the previous version of Windows.
