People Power Party National Assembly member Jeong Woo-taek (Cheongju, Chungcheongbuk-do) decided to object to the party’s nomination rule that penalizes active members of the same district who have served three or more terms. This is because it was judged that they could not be considered the same district as a large-scale reorganization of constituency districts was carried out with the launch of the integrated Cheongju City.
On the 16th, the People Power Party’s Nomination Management Committee set the criteria for nomination for the 22nd general election, including the primary election method, and announced, ‘15% of the primary vote will be deducted for lawmakers who have been elected to multiple terms in the same district for three or more terms.’
In addition, it was decided to divide the country into four regions, cut off (exclude nominations) from the bottom 10% of active lawmakers in each region, and apply an ‘adjustment index of -20%’ in the primary vote rate to the bottom 10 to 30% of lawmakers.
Chungbuk (4 people) was included in Region 2 along with Daejeon (2 people) and South Chungcheong Province (5 people).
When it overlaps with the regional adjustment index, it is consistently added up, and those in the bottom 30% or less among multi-elected lawmakers receive a deduction of up to 35%.
According to these primary election rules, among the ruling party lawmakers in the North Chungcheong region, 5-term congressman Chung, 3-term congressman Lee Jong-bae (Chungju), and Park Deok-heum (Boeun, Okcheon, Yeongdong, and Goesan) will compete in the primary with a 15% deduction in points.
However, the Embassy Committee decided to proceed with deliberation if there was an objection related to this penalty and to make an exception when more than two-thirds of the members agreed.
In this regard, Rep. Jeong and Rep. Park raised questions about whether ‘same district’ could be applied.
Rep. Jeong was elected in the 15th and 16th elections in Jincheon and Eumseong and in the 19th and 20th elections in Cheongju and Sangdang. The 21st moved to Heungdeok, Cheongju, was defeated, and then re-entered the National Assembly through the March 9 by-election in 2022. Of the total 5 elections, there are 3 elections in Cheongju Sangdang. Although the name is the same as ‘Cheongju Sangdang’, Rep. Jeong’s explanation is that the area within the constituency before and after the integration of Cheongju and Cheongwon is different.
Rep. Jeong decided to file an objection to the Public Relations Commission on the 22nd, believing that it did not meet the ‘same district’ condition as the constituency reorganization was carried out following the launch of the integrated Cheongju City.
On the other hand, Rep. Park decided not to raise an objection.
Rep. Park was also elected in the 19th 3 Southern Districts (Boeun, Okcheon, and Yeongdong), but during the 20th general election, the constituency was changed to the 4 Southeastern Districts with Goesan incorporated, sparking debate over whether these should be considered the same constituency.
An official close to Rep. Park said, “We decided that raising an objection would not be of great benefit in a situation where the general election rules were announced by the diplomatic committee,” and added, “We will not raise an objection, but we have conveyed to the diplomatic committee, etc., a request to consider the local situation.” He said.
