Director of a state hospital received nearly BGN 1 million for three years – Healthcare – Bulgaria – NOVA News

The director of a capital hospital illegally received nearly BGN 1 million for the past three years. This indicates a health authority check. According to the health department, it is Prof. Gencho Nachev – head of the capital’s “St. Ekaterina”.

85% of the remuneration paid under civil contracts was paid to the director of St. Ekaterina, the health authorities announced today. Or this is about BGN 200,000 per year. Among the other detected violations are the lack of a financial control system, as well as skipping public procurement procedures when purchasing medical devices. In response, the director of “St. Ekaterina” stated that since he took over the leadership, the hospital had a debt of 10 million BGN, and at the moment the health facility does not have a penny of overdue debts.

In the period of the inspection – from 2019 to April 2022 – 85% of all sums paid under civil contracts in “St. Catherine” were paid to the director – Prof. Gencho Nachev, the inspection of the Ministry of Health shows. Or these are amounts between 100 and 300 thousand BGN per year.

“The total amount is BGN 952,000. These civil contracts were concluded for the provision of medical services, the head of a team for performing operations on patients with heart diseases, who made a choice of team. He voted for himself for the conclusion of these contracts” , said Prof. Vasil Pandov, head of the health minister’s office.

These fees were taken separately from Nachev’s salary as head of the medical facility. “On average, 22,000 was received per month under these civil contracts, while the basic monthly salary was 1,700 for the head of a clinic or director,” Pandov pointed out.

In a letter to the media, Prof. Nachev stated that the indicated sums are funds from patients who trust him and express a desire to operate on them. As for this activity, there is a permit from the Minister of Health and everything is in accordance with the requirements of the regulation on access. According to him, the hospital is managed according to the rules and there are no overdue obligations, but he still wishes success to the new management.

However, the Ministry of Health did not answer whether he will be replaced from the post. “In the media, there is a massive campaign about the elite qualities of a number of doctors, including Prof. Nachev. Here we do not comment on whether they are elite doctors, how satisfied their patients are, but what they are like as managers of medical institutions. You will be informed about personnel changes in due time informed,” said the retired Minister of Health, Prof. Asena Serbezova.

The hospital in Sliven is among the other inspected medical facilities with serious violations found. In February, parents reported young children being tied up for hours at a time. A check 3 months later shows that the practice continues.

“During the day, the children who are “fixed” are only those who are given infusions. In the evening, the inspectors return and again find the children tied up in this way. Torture of newborn children in a Bulgarian medical facility,” confirmed Pandov.

The total number of inspections carried out in medical facilities in our country is 64. Violations were also found in other hospitals, some of which will be given to the prosecutor’s office, the health authorities announced. It is also clear from the audit that, as of today, the liabilities of the state hospitals amount to BGN 600 million.
