DIJON MÉTROPOLE: The health crisis cuts the 2021 budget by ten million euros

In particular devoted to the vote of the 2021 budget, the meeting of the metropolitan council of this Thursday, February 4 sees President François Rebsamen presenting declining operating revenues but also increasing investments. Among the other reports on the agenda, a support plan for students must be voted on as well as reinforcement of aid systems.

On the agenda for this session of February 4, 2021, there are therefore several major budgetary questions.

On the tax rates for the year 2021, “we don’t even talk about it anymore, but it’s 0% for 5 years. There is no increase, ”François Rebsamen underlined during the pre-council press conference.

“We’re not doing too badly”

On the original budget, “we have a good budget” launched the president of Dijon Métropole. A budget in which operating revenues are shown to decrease due to context. 3% decrease is around ten million euros less, “from 298 million to 288 million euros” in operating income.

François Rebsamen then continues with a rising budget for investments, “65.07 million euros against 63.25 million euros last year”, including 21.26 million euros in the field of town planning and housing, 19.8 million euros in the management of public space or 7.9 million euros for economic development, innovation and higher education.

“Despite a significant decline in self-financing, we are not doing too badly.” This is the observation delivered by the president of Dijon Métropole, who notes all the same that the losses are equivalent to 39 euros per inhabitant.
“It is less than for the agglomeration of Nice (100 euros / inhabitant), but it is all the same considerable”.

Regarding a budget impacted by the crisis, in this case nearly 337 million euros for Dijon Métropole, François Rebsamen wishes to send a message to communities: “If we want to participate in the recovery plan, we must change paradigm. Gone are the days when communities fear debt. You have to be able to continue to borrow at extremely low rates, ie at 1% or below. This is my cry today, borrow to invest ”.

200,000 euros in support of students

Question implicitly on the agenda this Thursday, the consideration of student precariousness must result during this session by the adoption of a support plan for students, in the amount of 200,000 euros.

It stipulates: an increase of 40,000 euros in the envelope dedicated to the Youth Aid Fund as well as the modification of its allocation regulations; an increase of 100,000 euros in the envelope dedicated to the Solidarity Fund for housing as well as the modification of its allocation regulations; the allocation of an exceptional subsidy of 30,000 euros to the Adolescents Listening Research Center for the creation of a University Psychological Support Office, subject to its validation by the ARS; the allocation of an exceptional subsidy of 30,000 euros to the Côte-d’Or Adolescents 3-year-old association for the establishment of free psychological consultations for students.

Regarding the support mechanisms put in place to deal with the crisis, François Rebsamen points out: “We are the second largest city in direct aid to shops and businesses. We put 15,000 euros entry for companies with less than 50 employees ”.
247 cases were investigated within the framework of the Metropolitan Solidarity Fund. Around 100 direct aids have been granted, as have 41 repayable advances.

The community must inject an additional 500,000 euros into the Metropolitan Recovery Fund. The Bourgogne-Franche-Comté region should also agree to this direction to arrive at an additional million euros to be able to respond to requests for assistance.

In support of hoteliers, the dates for paying the tourist tax will be changed. “It’s a way for hosts to have cash. We will gradually recover this tax from 2022 ”, François Rebsamen informed.
