Digital terrestrial revolution, TV bonus and unused decoders

For the transition to second generation digital terrestrial (Dvb-T2), scheduled for July 2022 there is still time, but the replacement of devices that only support the old system (The Dvb-T now in use) and which will gradually become obsolescent is still slow. And the risk for the television networks is to find a good chunk of viewers unprepared for the arrival of the revolution of tv.

Digital terrestrial revolution, TV bonus and unused decoders: resources

The government has made available to every family with ISEE parameters below 20 thousand euros a bonus of 50 euros to change the television, for a total amount of resources 151 million. According to the data made available by the Mise, as of September 16 of this fund 9.8 million euros were spent corresponding to 196,644 contributions requested, the 6.5% of the total.

The number of sets is 175,508 televisions and 21,136 decoders, of which 18,886 enabled for the terrestrial platform and 2,250 satellite only.

The figures are still low as also shown by the research of the Ugo Bordoni Foundation last March, which reveals that out of 22.1 million families enabled for the digital terrestrial platform, those who have at least one device capable of receiving DVB-T2 transmissions were 9 39 million or 42.4% while those not yet ready were 12.77 million, 57.6%.

Digital terrestrial revolution, unused TV bonuses and decoders: requests

The incentive promoted since the end of last year, in the first period between 18 and 31 December 2019, recorded 7,124 contributions paid. A small acceleration took place in January with 19,269 and in February with 23,789. But during the lockdown there was a drop in interest with just 11,617 and 9,767 bonuses in March and April respectively. Up to a slight recovery from May to September, with an average of about 27 thousand questions a month.

Numbers that Franco Siddi, president of Confindustria Radio Televisions, comments: “The broadcasters are respecting the times, but critical issues are emerging, for example on the scrapping of frequencies for local TVs because criteria and certainties for compensation are lacking. And the replacement of appliances in households is proceeding very slowly and this requires a more pressing and effective institutional communication campaign towards citizens ”.

Right on a raise of a campaign of comunication the undersecretary of the Ministry of Economic Development, in quota M5s, Mirella Liuzzi, will have to aim more incisively. Before the summer break, Mise asked the operators themselves on the need to remind viewers of the deadline for switching to the new system and on the existence of bonuses for changing TVs and decoders.

The information campaign will start towards end of the year and 40% will go to television spaces, 35% to newspapers, 15% to radio and 10% to other media starting from the web.
