The union had been asking for several months for the internship of these fixed-term contracts, so that the agents concerned could have access to “the progress of levels, to climbs in grade »Which mark the career in the public service, as well as a prime year from which they were excluded.
It is soon done: “146 agents will thus be able to be placed on internship this year”, announces the Caux-Maritime hospital group, raising the rate of contractual workers from 19.5% to 8.8% within the workforce.
A situation far from isolated
The use of contract workers for permanent jobs will therefore be subject to several principles validated unanimously by the bodies present.
“Any recruited agent will benefit froma six month contract renewable once subject to a positive assessment. At the end of this fixed-term contract period, a contract indefinite period will be offered. The internship will take place at the end of two years of seniority from recruitment. “
Between 2007 and 2017 in France, the share of contract workers within the FPH, the hospital public service increased by 5 points, from 14.2 to 19.2% of the workforce.
According to a report by the Court of Auditors published in September 2020, contract workers are particularly numerous in Ehpad, accommodation establishments for dependent elderly people, and in other types of medico-social establishments, where they represent approximately a third of the workforce.
