The minimum amount per farm is 1,000 euros
The State Fund “Agriculture” (DFZ) paid out nearly BGN 10 million (BGN 9,820,071) to 5,094 beneficiaries who submitted applications for direct payments for Campaign 2023. The transferred subsidies are under the intervention “Payments for small farmers” (SFA), included in the Strategic Plan for the Development of Agriculture and Rural Areas for the period 2023 – 2027. For comparison, for Campaign 2022, over BGN 2 million were paid to 1,836 applicants under the Scheme for Small Farmers (SFA), which operated in the old program period.
Small Farmer Payments intervention is a simplified alternative to lump sum payments to farmers, which is provided under reduced administrative conditions and has greater added value for farmers. The financial support is an annual, decoupled payment in the form of a lump sum, which replaces and is claimed in lieu of direct payment intervention support.
The right to support is available to active farmers who have submitted an application and are eligible for support under the Basic Income Support for Sustainability for the relevant campaign. In order to benefit from targeted aid, beneficiaries are obliged to fulfill the minimum requirements for receiving direct payments and are subject to a simplified control system related to the requirements for compliance with ex ante conditions.
According to the rules laid down in the Strategic Plan of Bulgaria, as well as according to the Law on Support for Agricultural Producers, the planned minimum amount under the intervention for small farmers is the BGN equivalent of 1,000 euros. In Regulation (EU) 2021/2115 on the Strategic Plans under the CAP, it is also written that in the event of a shortage of funds to make the payments, they are supplemented by redistributing the budget under the OPSU intervention.
