However, the effectiveness of users’ rights remains below the expectations of the company. The real participation of the population in health policy is exceptional, while France is faced with:
- And weakened health system. For several decades it has undergone budget constraints and restructuring. The salaries of professionals have fallen below the national wage average and the workforce has not kept pace with the increase in activity. The Covid-19 crisis has highlighted these weaknesses. Furthermore, profound changes are affecting the care pathways: new caregiver / patient relationships, scientific innovations, outpatient and digital journeys;
- a conflicting health situation. Overall, the population has good health indicators. But life expectancy without disabilities is lower than in other European countries and social and territorial health inequalities are increasing;
- a democratic crisis. The distrust of the French authorities towards public authorities is growing, particularly with regard to health.
