The US claims Russia has rejected an offer that would lead to the release of Paul Whelan and Evan Gershkovich, who the US believes are wrongfully imprisoned in Russia.
US State Department spokesman Matthew Miller says the US made a “significant offer”.
The Americans Whelan and Gershkovich are both imprisoned in Russia on charges of espionage. Gershkovich is a journalist and works for the Wall Street Journal, while Whelan has previously been a soldier in the US Navy.
Whelan is serving a 16-year sentence, while Gershkovich is in custody.
