Desislava Viktorova is the police officer of the year for 2021.

Chief Inspector Desislava Viktorova is Officer of the Year in the individual category. She is the head of the Crimes against the Person Sector at the Criminal Police at the General Directorate of the National Police. The award is for high professional results in detecting, documenting and proving committed serious crimes throughout the country.

The work on most of them was carried out under dynamic conditions and in a short period of time with the involvement of a large number of forces and means involved in the investigation. One of them is in Lovech.

On January 1, 2021, at about 1 o’clock in the parking lot in front of a residential building in the city, an unknown person shot a woman while dancing. Under the leadership and with the direct participation of Ch. inspector Desislava Viktorova, operative-search actions were carried out, and the perpetrator of the crime was identified and detained.

“Working in the Interior Ministry is not just a male profession,” said Minister Boyko Rashkov at the award ceremony. “We have many occasions to reward employees and people on the quiet front who work and ensure the security of our country.”

“Policeman of the Year 2021” – first place

Senior Inspector Petar Petrov – Head of the Balvan section at the ODMI – Veliko Tarnovo. He is awarded for high professionalism, initiative in identifying and detaining a perpetrator of a serious crime and for prompt and adequate intervention in providing assistance to a citizen injured in a serious accident and fire resulting from it.

On February 18, in the village of Balvan, Veliko Tarnovo region, a brutal murder of a foreign citizen was committed. The news was widely reported in our and foreign media. As a result of information obtained and quickly analyzed by Senior Inspector Petar Petrov, the case was resolved. He is also the employee who first came to the rescue after the accident near the village of Ledenik on the Sofia-Varna road, in which a tanker caught fire on November 4.

“Policeman of the Year 2021” – second place

Inspector Svilen Trifonov – intelligence officer in the Criminal Police Department at the General Directorate of the National Police. He is awarded for proven high professionalism and for active counteraction to crimes related to the production and distribution of drugs on the territory of the country.

In 2021, he organized and took part in 17 specialized police operations, as a result of which different types and quantities of drugs were found and seized. Numerous premises have been established, equipped as laboratories for the cultivation and production of narcotic substances. A total of 27 people were detained, 15 of whom were charged and remanded in custody or bail.

“Policeman of the Year 2021” – third place

Inspector Svetoslav Rangelov – Senior Investigating Officer in the Investigation Department of the SDVR. He is awarded for high results in the official activity, concrete significant contribution in the performance of his official duties, expressed in high professionalism in the work on cases of crimes against the person, robbery, possession and distribution of drugs.

From December 2020 to the present, he has worked on 46 pre-trial proceedings for various types of crimes. It has completed 29, of which 15 – with an opinion on the preparation of an indictment and the transfer of the accused to court. Inspector Rangelov has indicted 25 people, five of whom have been remanded in custody, confirmed in each case by the appellate court.

Policeman of the Year 2021 Incentive Award

Junior Inspector Alexi Mitov – Senior Police Officer in the Security Police Sector at the Ministry of Interior – Blagoevgrad. He is awarded for high professionalism and exceptional initiative, speed and adequate intervention in providing life-saving medical care to a citizen who is helpless and in real danger to life.

At the end of the election day on November 14, a woman came out of one of the sections in Blagoevgrad asking for help – her colleague fainted. Junior inspector Alexi Mitov and a citizen who are currently in the corridor in front of the section responded. The quick reaction of the police officer, who without hesitation began to do cardiac massage, is crucial for the helpless.

Collective Award “Policeman of the Year 2021”

The employees of the Criminal Police Department at the Ministry of Interior – Burgas. They are awarded for high professionalism and results achieved in the official activity of acquiring operational information, its dissemination, documentation and analysis, leading to the prevention and subsequent detection of criminal offenses.

On November 30, 2020, an anxious mother sought help from the police in Burgas. He reports that he has not been in a relationship with his 47-year-old daughter for two days. Actions have been taken to identify the woman. The traces lead the forensic experts to an apartment in the city, where biological material was found, which coincided with that of the wanted person. It soon became clear that a serious crime had been committed.

The complex task of his investigation is entrusted to the officers of the Criminal Police at the ODMVR-Burgas. For work on this and several other serious cases during the year, they were awarded the First Collective Award “Policeman of the Year – 2021”.

The employees from the sector “Special Tactical Actions” of RDGP – Elhovo at the General Directorate “Border Police”. They are awarded for proven experience and professionalism in combating illegal migration.

In the late hours of November 10, a signal was received that a man wanted for a serious crime in Western Europe had headed for our border. The necessary actions were taken immediately and the wanted man was detained in an attempt to enter our territory illegally. The operation was carried out by the officers of the Special Tactical Actions of RDGP-Elhovo.

Employees of the Southeast Department at the CDCOC. They are awarded for participation in numerous operational and investigative, technical and organizational activities aimed at neutralizing the activities of established and new criminal organizations engaged in illegal activities related to domestic and international drug trafficking in the Republic of Bulgaria.

At the end of 2020, information was received about trafficking in our country of a large amount of drugs from abroad. Intensive work began on the signal, which led the special police to two men. The perpetrators were detained on June 3, 2021, nearly 500 kilograms of powdered substance that reacted to heroin were found.

The credit for unraveling this case goes to the employees of the Southeast Department at the CDCOC.

The employees of the Department for Combating Criminal Crime at the SDVR. They are awarded for high results and concrete significant contribution to the performance of official duties, as well as for proven professionalism in the fight against crime, ensuring the safety of citizens and applying a proactive approach to work.

On October 14, the SDVR received a signal from a 36-year-old resident of Sofia. He stated that his wife had left their lady in Sofia a day earlier and has not been heard from since. The woman has been declared wanted nationwide. As a result of the operative-search and procedural-investigative actions, the body of a woman was found on the outskirts of the town of Pernik. DNA examination confirms that this is what is wanted.

Thanks to the work of the officers of the Department for Combating Criminal Crime at the SDVR, the case was resolved. The investigation started from one point, but took a turn when it was established that the husband and his relatives were involved in the murder of the woman. There are currently two detainees in the case who have been charged.

Civic Contribution Award –

“Policeman of the Year 2021”

The students Zhivko Ivanov, Radoslav Ivanov and Grigor Barakov from Stara Zagora. They were awarded for their civil position, courage in detaining a person, perpetrator of a serious criminal offense on October 3, 2021 in the city of Stara Zagora and for assistance to the employees of the ODMI – Stara Zagora.

On October 3, 2021, at around 7.40 pm at a crossroads in the town of Stara Zagora, a British citizen, driving a car, undertook a prohibited maneuver and hit a motorcycle. In the accident, the motorcycle swerved and collided with a 17-year-old man and a 53-year-old man walking on the sidewalk. The motorcyclist died on the spot, the pedestrian was taken to hospital with serious injuries, and the foreigner fled the scene.

Thanks to the intervention of the three young men, the driver was identified and handed over to police officers. The culprit was tested with a technical device for the use of alcohol and drugs. His samples are positive. He has been detained. Pre-trial proceedings have been instituted in the case.

Erdinch Aptish. He is awarded for his ingenuity, courage, assistance and specific assistance to the Ministry of Interior in detaining a perpetrator of a serious crime.

On November 29, a man from the Haskovo village of Sarnitsa shot at a neighbor, stabbed his wife and then fled. The immediate reaction of the institutions to search for the armed attacker followed.

A day later, in the Kardzhali village of Dushka, Erdinch Aptish was attacked with a firearm on his own property. He did not lose his composure and took the weapon of the attacker, in which he recognized the wanted list of Sarnitsa. The shooter also tries to attack him with a knife, but Erdinc disarms him with a butt from the confiscated firearm. Then a call was made to the police officers from the Chernoochene section and the attacker was detained.
