Deputy Rubén Rubin gave a summary of what the year 2023 was like. Although the new collegiate body in the Legislative Branch took office last July, he highlighted that progress was made in several projects that were promoted by the Executive Branch, headed by the president of the Republic, Santiago Peña. The legislator indicated that, as an opponent, he supported and will continue to support the government’s initiatives if they benefit the citizens.
“There are projects that the Executive proposes that are really urgent, necessary and I find it hard to believe who would not accompany, maybe there are some that you tell: the sky is blue and they tell you that it is green. But they are few,” he indicated in an interview for La Nación / Nación Media.
Rubin pointed out that there were several projects that he supported, such as the commuter train, the prison emergency, and support for one of the greatest achievements of this government, the increase of the Lince group, which will work in the streets for security. of the citizen.
“We closed the year with more Lynxes in the Central department; We are going to have a much more aggressive presence of the Linces, the President of the Republic is carrying out this process of tripling the Lince group, which I am accompanying side by side with the Executive. The previous administration took out 50 Lynxes per year, this administration took out 600 in three months; It is really another rhythm, and I think it is very important, that is why I am accompanying the Executive in this case,” he highlighted.

He highlighted the approval of the penitentiary emergency law, one of the last laws to come out of Congress before the start of the parliamentary recess. “Penitentiary Emergency, that law has my signature, I am closely accompanying this process, in fact, I visited the new Emboscada prisons that have a lot of potential, but have yet to be completed. The previous administration did not finish the work, so it is the responsibility of the current government to do so. The roadmap is already in place, they are clear about what the process is going to be, and probably, this summer, the new prisons will be finished,” he said.
} also cited the project to implement electronic ankle bracelets, which was also accompanied by a significant majority in Congress. “Electronic ankle bracelets were an issue that was widely debated, and I too, always getting involved and accompanying the entire process closely, with the Minister of the Interior and other colleagues, had to sign that project that ended up being approved,” he noted.
However, not all initiatives can achieve consensus, such as the creation of the Superintendency of Retirements and Pensions, which the deputy expressed his opposition to. “An example is the superintendency law, that I stood up with my colleagues and we left the session without a quorum, in that case we were not so connected with the ruling party and the Executive. I am not so tragic in that sense, nor do I make negative and tragic speeches, I think that in that sense we have to do our job, personally, since I have a single bank, it is very simple,” he said.

The legislator, on the other hand, referred to his participation before the Mercosur Parliament (Mercosur), where Paraguay managed to impose its position on the waterway conflict with Argentina.
“We made it clear to Brazil, to Uruguay, to Argentina, with the issue of the waterway, that we were not going to allow ourselves to be trampled on by anyone, that we are partners, that we are going to treat each other as equals, which Paraguay has not done for a long time. raised in the region, raise your chest and stand before anyone, with great respect. Basically, respect and be respected. I think that was felt from the first moment the Paraguayan delegation arrived at Parlasur in 2023,” he stated.
He highlighted the actions taken by the Executive Branch, in this case the President of the Republic, Santiago Peña, and the National Chancellor, Rubén Ramírez Lezcano. “All the work carried out by the Executive, the president, our Chancellor and also the entire Legislature, on the waterway issue, was also a success. We really entrenched ourselves as Paraguayans, there was no liberal party, Encuentro Nacional, Hagamos, Partido Colorado, there was only the Paraguayan flag and it was incredible to defend our position in Parlasur,” said Rubin.
