Both extremely capable and hard-working experts and institutions that neglected their role and without expert potential were met by Deputy Prime Minister Atanas Pekanov while working on the revision of the first Plan for Reconstruction and Development of Bulgaria, which has already been presented for public discussion.

As an example of lack of expert potential, he pointed to the failure of what he said was the important project for new pipes for “Irrigation Systems” for BGN 850 million, which had to be removed from the plan. “Every project must be perfectly protected. Experts have not made it so that it has been protected. It has been criticized for months that it has not been proven that this project will not harm the environment,” Pekanov said. Brussels’ objections were answered only with a declaration that it would not harm.

Pekanov expressed hope that once it is protected, which will take months, the project will be able to receive funding when the loan part of the plan is activated.

“The plan is an important resource, but it is up to us how we will use it, it is up to us to use the funds to
the best way. There are mechanisms for the effective use of these funds, but it depends on us whether it will happen, “said the Deputy Prime Minister.

According to him, Bulgaria can launch in a new direction if its institutions enable citizens to participate in the country’s development.
