Deputies endorse the move from GN to Sedena; excludes sailors

Mexico City. The National Guard (GN) will only be formed with active military personnel and with commanders who graduate from the Military College’s degree in public security, which excludes retired military personnel and sailors from this police force, as specified by the Chamber of Deputies. , when approving a Morena reservation.

This morning, when the last speakers participated on the platform during the discussion of the constitutional reform regarding the National Guard, the Morenist Merary Villegas Sánchez presented a reservation to modify the wording of article 21 of the Constitution proposed in the opinion.

The text of the opinion – approved in particular by 353 votes in favor of Morena and its allies and 126 against the opposition – provided that the federation would have the National Guard as a professional public security force, of a permanent nature and made up of personnel of military and marine origin with professional training, dependent on the Ministry of Defense.

Villegas Sánchez proposed deleting the words “of origin” and “marine”, to specify that the National Guard will be made up only of military personnel, which leaves retired military personnel and members of the Secretary of the Navy outside of that corporation. Mexican Navy.

This change in wording gave rise to a debate of more than an hour, in which the majority and opposition deputies analyzed the implications of the change.

According to the 2024 National Public Security Census of the National Institute of Statistics and Geography, at the end of 2023 there were 126,203 elements of the GN, of which 77.8 percent (98,178) are assigned to the Sedena and 10.2 percent to the Navy (12,870). The rest are new recruits or come from the defunct Federal Police.

PT Ricardo Mejía Berdeja, who was Undersecretary of Security in the current six-year term, initially considered that eliminating the phrase “of military origin” was an imprecision, because more than 75 percent of the members of the GN come from the Armed Forces, including the Navy, which would mean “denying the history” of the group that emerged in 2019.

He even warned that, if he did not maintain the original text of the opinion, his party would vote against it, a point that would have prevented the vote of two-thirds of the deputies, necessary to validate the reform. From his seat, the vice coordinator of Morena, Alfonso Ramírez Cuéllar went to look for Mejía, who later corrected him on the platform and stated that the PT bench “had no problem in acquiescing” and approving the reservation.

However, the coordinator of the PRI bench, Rubén Moreira, pointed out that with the reservation proposed by Morena it was totally clear that the GN is a military institution, and not a civil one, while warning that “the Army is being drained.” , since – he maintained – 140 thousand troops were taken from him to be sent to the National Guard.

For its part, the MC bench agreed that the reservation shows that the Sedena claimed the GN as “its” to leave out the Navy, which reveals that the Guard is not a “mixed” corporation. but purely military.

In contrast, Leonel Godoy (Morena) insisted that the reservation presented by Merary Villegas helped make clear that the GN has military discipline, but a police function. In the exchange of details with Moreira regarding the scope of the reform, Godoy considered that there is no doubt that crimes committed by soldiers related to military discipline should be prosecuted in military jurisdiction and crimes against civilians in civil jurisdiction.

In total, the discussion lasted more than 15 hours, and at 3:40 this Friday, the opinion was approved in particular, after a list of 433 reservations to the opinion were expressed. Although originally a list of 111 speakers had been announced for this, as the hours passed that number was adjusted to 58, including those who intervened on the reservation to modify article 21 of the constitution.

After the vote, the Board of Directors announced the sending of the minutes to the Senate.
