Deputies Contemplate Stricter Punishments for Domestic Violence in Extraordinary Meeting

In an extraordinary meeting, the deputies are considering legal changes for more severe punishments for domestic violence.

Deputies made a change in the program and began work on changes to the Law on Protection from Domestic Violence. The amendments equate “intimate relationship” with marital partnership and cohabitation without marriage. After that, the changes in the Penal Code, which increase the penalties for causing bodily harm, will also be considered. The last item on the agenda is the President’s veto of the Judiciary Act.

Intimate relationship must be 60 days for there to be violence. A similar proposal will be made by the proponents from PP-DB, GERB and DPS between the first and second reading of the draft amendments to the Law on Combating Domestic Violence.

For more than an hour now, the deputies have been debating the project, which defines the definition of “intimate relationship”. The reason for the proposals is the disfigurement of 18-year-old Deborah from Stara Zagora.

The project’s definition of an intimate relationship is “a voluntary, relatively permanent union between two persons that arises and exists as a de facto state, without the need for compliance with a legally regulated procedure and regardless of whether the persons share a household, the leading element of which is strictly personal nature of their relationship”. However, this definition is not accepted unambiguously.

Rositsa Pandova-Yovkova and Miroslava Petrova took an oath at the extraordinary meeting during the summer vacation of the National Assembly.

They are part of the 49th National Assembly by decision of the CEC and join the PP-DB parliamentary group.

Rositsa Pandova-Yovkova replaces Petar Georgiev Petrov, and Petrova replaces Andrey Tsekov, who became Minister of Regional Development and Public Works.

Petrov was appointed vice-chairman of DANS.

“You are convening the National Assembly to settle accounts with President Rumen Radev, washing your hands of the tragedy of a girl,” Toshko Yordanov from “There is such a people” declared from the parliamentary rostrum at the beginning of the meeting.

“It is extremely ugly how the ruling assembly uses the tragedy of a girl in Stara Zagora to wash its image,” Yordanov added.

“The Bulgarian people have already pushed themselves away and will continue to do so,” declared the leader of “Vazrazhdane” Kostadin Kostadinov.

For all this, we want a fair punishment, and when we state it clearly and categorically, the “hate management” accuses us of hate speech, Kostadinov said. Demanding punishment for criminals is hate speech, he emphasized.

Tomorrow the “hate regime”, dear compatriots, will start demolishing monuments to Botev and Levski, because in his opinion they are terrorists, the MP continued. According to him, the only obstacle to this is “Revival”, therefore the “hate management” wants to destroy “Revival”.

Together with ITN, BSP and “Vazrazhdane” also contested the proposed definition of “intimate relationship”.

In response, PP-DB MP Nadezhda Yordanova defended the need for legal regulation of protection for partners in such a relationship:

“At the moment, these people have no protection. Not only do they have no protection, but in the case of abuse, the victim cannot get support for her resocialization, or the abuser can be required to go through anger management or aggression management programs. That’s what we’re aiming for.”

The National Assembly did not accept that the meeting be broadcast live.

“Today’s debate proves how simple thinking is in this hall regarding what happened to 18-year-old Deborah from Stara Zagora”.

This is what the co-chairman of “We continue the change” Kiril Petkov said on the occasion of attacks and teasing by representatives of other political forces in the parliament.

Petkov was terse, but assured that PP-DB will not be abandoned.

“We will resist the wish of the whole society that there will be no more girls like Deborah”. he was emphatic.

The deputy Iskren Mitev and the separatist Radostin Vassilev got into a verbal clash during the debate on the amendments to the Law on protection from domestic violence, which defines an intimate relationship. It all started after a speech by Radostin Vasilev, who said that the rulers were in an intimate relationship, and the PP-DB were victims of domestic violence.

“You wanted to become the Minister of Sports and when you were not given this position – you did the lowest, lowest and most pathetic act in this National Assembly,” replied Iskren Mitev. He refers to the notes presented by Vassilev from the meeting of “Continuing the change”.

According to Mitev, Radostin Vassilev’s place is outside of politics.

“I talked to Kiril Petkov for a long time about Mr. Mitev’s mental state. I have told him many times that such people’s representatives are an exceptional damage to a parliamentary group. “Mr. Petkov told me many times that he is part of the family and he cannot take measures because people like Mr. Mitev have completely splashed the basin,” Vassilev said.

He expressed hope that the elections would come sooner so that Mitev would stay out of parliament and look for a job in Animus. Rositsa Kirova, who led the meeting, said that she did not tolerate anyone.

“I admit that after Mr. Mitev started his line, I allowed myself not to listen carefully.”

At one time the conversation became too intimate and personal, but the problem is much bigger, systemic and all-encompassing. Our society is sick with a lack of justice. Domestic violence is part of a much bigger problem – aggression, hatred, opposition and violence.

This was stated from the parliamentary rostrum by Cornelia Ninova, leader of the BSP. According to her, this between children at school deserves even greater attention.

According to her, the problem is both on our roads and between the neighbors.

“These protests broke out because of all this. This is natural and normal. They are against the functioning of the legislative, judicial and executive systems. People want justice, not for someone with a few previous convictions to walk free and 400 stitches to be a minor injury,” she said.

“The protest was controlled, at least in Sofia, and it was used. The signs “Istanbul Convention” went up. Is this what the people at the protest want? They want none more! However, political figures appeared there, cynically smiling at the protesters of violence and pain. It was those faces, the cynically smiling ones, on selfies. And the protest stopped. Why?” Ninova asked.

“Mr. Rashkov, knock them to their senses, you know what we’re talking about. These people are killing the fight against domestic violence with this text,” said Ninova.
