The Chamber of Deputies approved in general and in particular with a modification, the opinion that reforms and adds articles 3, 4 and 73 of the Constitution, regarding animal protection and care.
The approval was given unanimously and with a qualified majority of 450 votes in favor.
The opinion, it was indicated, determines that the protection of animals will be promoted in the study plans and programs.
Furthermore, it establishes that mistreatment is prohibited and specifies that the State must guarantee the protection, adequate treatment, conservation and care of animals, in the terms established by the respective laws.
And it empowers Congress to issue laws that establish the concurrence of the Federal Government, the governments of the federal entities, the municipalities and, where appropriate, the territorial demarcations of Mexico City in matters of animal protection.
For the discussion in particular, Deputy Dolores Padierna, acting as president of the Board of Directors, reported that proposals were presented to modify articles 3, 4 and 73, as well as the second and third transitional articles of the draft decree. .
In particular, the Plenary approved, with a qualified majority of 441 votes in favor, zero against and one abstention. Once approved, the document was sent to the Senate for its constitutional effects.
In addition, the reservation presented by Congresswoman Martha Olivia García, to article 73 section XXIX-G, was accepted to expand the power of Congress to issue laws on the protection and welfare of animals.

Deputies approve reforms to prohibit animal abuse
The legislator pointed out that with this adaptation it is established that “animal care is a coordinated responsibility between the federal, state and municipal governments; In addition, it stipulates that legislation will be legislated for fair and dignified treatment, recognizing the importance of animals in the lives of people and the environment.”
He also said that with these actions “a Mexico is promoted that respects, is empathetic and promotes care for living beings and that gives a voice to those who do not have one, protects those who cannot do so and guarantees a future in which well-being animal be a reality; That is, animal welfare will be a fundamental axis in public policies.”
It was noted that the transitional article emphasizes that Congress has a period of 180 calendar days from the entry into force of the decree, to issue the general law on the protection and care of animals, considering their nature, characteristics and links with people.
In addition to the prohibition of mistreatment in the breeding, use and slaughter of animals for human consumption and in the use of wildlife specimens in shows for profit, as well as the necessary measures to address pest control and health risks.
