Thirteen mayors were in the running for the departmental. Nine of them presented a right-wing or center political label, an illustration of the strategy of “municipalization of the ballot” adopted by the Republicans, the UDI and their allies in order to tilt the department.
Of these 13 candidates, only three failed to be elected on Sunday. Beaten by 574 votes in the canton of Tremblay-en-France by the outgoing councilors Pierre Laporte (LFI) and Dominique Dellac (PCF), the mayor of Montfermeil Xavier Lemoine (PCD) however largely imposed himself in his city.
In the battle plan of the right and the center, the cantons of Sevran-Villepinte and Noisy-le-Grand occupied a strategic place. In the first, the mayor of Villepinte and outgoing departmental councilor Martine Valleton (LR) had to defend her position.
In the second, his counterpart from Noisy-le-Grand Brigitte Marsigny (LR) attacked the left, at the request of Philippe Dallier, the boss of the party in Seine-Saint-Denis. The day after the second round, the conclusion is clear: the fight was lost.

Martine Valleton and Brigitte Marsigny were even beaten in their communes. During the second round of the 2020 municipal elections, they were re-elected in favor of a triangular, facing a divided opposition and without obtaining an absolute majority.
In the second round of the departmental ballot, Martine Valleton was left behind by 22 ballots in Villepinte, by the pair made up of her municipal opponent Mélissa Youssouf (EELV) and the mayor of Sevran Stéphane Blanchet (DVG).

In Noisy-le-Grand, Brigitte Marsigny and her first deputy Eric Allemon (UDI) are 243 votes behind their municipal opponent Emmanuel Constant (PS) and Frédérique Denis (EELV), the two departmental councilors reappointed. The pair on the right having gathered 205 votes more than his opponents in Gournay-sur-Marne, he therefore narrowly lost in the canton.
“Thirty-eight votes out of 12,000 voters [NDLR : 12 814 exactement, ce qui correspond à un taux de participation de 30,85 %, en hausse de plus de quatre points par rapport au premier tour], it’s nothing, breathes Brigitte Marsigny. We were ahead in Gournay and in the Noisy districts, but it was the city center that made the difference. »
The former president of the Seine-Saint-Denis bar should file an appeal to contest the results. “We contacted our lawyer about the irregularities and the maneuvers of Mr. Constant and his team between the two towers, she announces. My honor is at stake.”
