Note that in the 35 cantons of Seine-Maritime, no pair was elected in the first round, including, for example, Séverine Botte and Joachim Moyse (communist party), in Saint-Étienne-du-Rouvray , who despite their 73.97% of votes cast, in a situation of very high abstention, did not obtain the required number of voters. In this context, and as was already the case in 2015, the game promises to be tight, between the outgoing majority led by Bertrand Bellanger (right, LREM center), and related socialist candidates.
Bertrand Bellanger spoke during the evening: “We note a relatively low participation, and it is quite worrying, because we are on a territorial institution which concerns the daily life of our fellow citizens. […] The first trends are that the candidates of the departmental majority are well positioned. But the election will be done in a handkerchief, with two or three cantons near, that is one of the peculiarities of Seine-Maritime. “

Cantons scrutinized, in Le Havre, Dieppe and Rouen
On the left, Christophe Bouillon, mayor of Barentin, who could run for the presidency of the community if his camp were victorious (but we also speak of Charlotte Goujon, mayor of Petit-Quevilly, or Nicolas Rouly, mayor of Grand-Quevilly , former president of the Department), reports: “At Barentin, there is satisfaction in having come largely in the lead *, even if obviously, in view of the very strong abstention, it is necessary to put things into perspective. More generally, I observe that the candidates in our group are doing quite well. I call for the rally. In 2015, the left had lost because it was divided in certain parts of the territory, in Dieppe and Le Havre, in particular. This time we made sure that was not the case, although I remain very cautious about the outcome of the ballot. “
The eyes will thus be attentive to the votes in the cantons of Dieppe 1 and 2, Le Havre 4, or even Rouen 1. Illustration of this tight ballot, precisely ?? – to take only one example -, that the case of the canton Rouen 1, where the outgoing pair, Jean-François Bures and Marine Caron (UCD), is neck and neck (37.97% of the votes) with that formed by Marie Fouquet and Valentin Rasse Lambrecq (37.39% of voice). The latter, elected to the City of Rouen in the majority of Nicolas Mayer-Rossignol, is delighted: “The progress since 2015 is very strong. This is a very good result. In a context that favors leavers, this equality shows the dynamic that drives us. “

The RN below its expectations
As for the National Rally, in view of the configurations of the first round, it seems difficult for Marine Le Pen’s party to win elected representatives next Sunday, as was already the case during the 2015 election. Guillaume Pennelle (17.09% of the votes cast in the canton of Rouen 3), explains: “There is nothing original in saying that this massive abstention poses a problem of legitimacy of the result. There are structural, old, and other cyclical factors that accentuated the phenomenon: the company that was supposed to deliver the election propaganda did not do its job properly, so many people did not even know it there were elections! Afterwards, on our scores, they are effectively below what was announced: even if we are present in 14 second rounds, our electorate, the popular electorate, has not moved. However, there is a real potential of voice, the priority is therefore to remobilization. “
*Christophe Bouillon and Pierrette Canu (PS and related) lead the results, with 61.43% of the vote, ahead of Muriel Poindefer and Christian Sene (RN) with 20.74% of the vote and Paul Bonmartel and Dominique Lasnez (UCD) with 12.16% of the vote.
