We continue the change – Democratic Bulgaria (PP-DB) and GERB-SDS agreed on a rotating government within 18 months. Academician Nikolay Denkov will be prime minister during the first 9 months, and Maria Gabriel during the second.
In the political sense of the word, the decision for a rotating cabinet is a grand coalition. This also means that both political forces should have prime ministers in the cabinet. It is likely that the formula for 9 months will also be valid for the Speakers of the National Assembly, because it is not very appropriate to change them every 3 months. This was stated by the political scientist Assoc. Milen Ljubenov on the air of the program “The Day ON AIR”.
“There is dissatisfaction in both coalitions, therefore in the future this government can now be evaluated only according to its work – to implement the reforms in a quick order. Otherwise, the price will be paid equally by both political parties. The local elections will be the first test of this management,” he believes.
According to the sociologist Yuliy Pavlov, it was already clear 10 months ago that the only possibility for a stable and normal government is between the first two political forces, since there is an almost complete program coincidence between them.
“Both political parties will get the bill for the rotating government – they will get increased approval and attract the fringes. The disaffected in both political forces are like political agitators, like the ultras. 60% of PP-DB voters approve of a government supported by both political forces. At GERB, this percentage is 70 percent,” the guest pointed out.
Prof. Lyubenov stressed to Bulgaria ON AIR that there was probably “pressure” or talks from the outside with the aim of encouraging political parties to achieve sustainable governance.
“GERB-SDS seem to make much bigger concessions. It was clear to Borisov that at any cost he must form a government within this parliament, because otherwise it would have become clear that he is the obstacle, that such a government cannot be formed . GERB-SDS won elections three times and three times could not form a regular government. This would have had an effect,” he stated.
Pavlov summarized that “GERB-SDS are sacrificing many things, but they are acting with a long-term plan”. The two guests were unable to reach an agreement regarding the silence of the BSP and DPS at the moment. While, according to the political scientist, the parties were hoping for a quadruple coalition with GERB-SDS, the sociologist completely rejects such a possibility.
