Demobilization in Ukraine – the Ukrainian Armed Forces are ready to let go, but under conditions

The mobilization law has not yet been adopted, but passions regarding the document have boiled over in a new way. The consideration of the bill in the committee was completed, as a result of which demobilization was excluded from the document. And immediately social networks turned red from the hate towards the deputies. Is it possible to carry out demobilization in Ukraine today, what should be the reservation from mobilization and is it worth allowing convicts to mobilize – the head of the Council of Reservists of the Ground Forces of the Armed Forces of Ukraine Ivan TYMOCHKO answered on Apostrophe TV.

– How appropriate is it now to exclude demobilization from the bill and actually make the service legally unlimited?

– We must understand that any amendments and changes are not final until the law is voted on in parliament. I am sure that many points will either be changed, removed, or rewritten so much that they lose their original meaning. Therefore, you should still wait for the vote. It is not a fact that the bill will be voted on at all, given the attention it has attracted. I have doubts whether the deputies will be able to gather their strength and vote on the draft that they allowed for the second reading.

Regarding the exclusion of the issue of demobilization. We must face the truth. Demobilization is carried out in two cases and absolutely precisely – either after a victory or after a defeat. And in order to carry out effective demobilization of the armed forces at this stage, it is necessary to carry out effective mobilization measures. Because when we hear the conversations of politicians, there is only talk of “let’s demobilize these and those.” They do not offer a replacement, but try to minimize this issue, or provide so many loopholes that it will be very difficult to find replacement people.

Second point. The people who are being mobilized still need to be taught and prepared. Because every military man on the front line needs trained people to replace him. And in order to carry out effective demobilization or replacement of troops, or even carry out large-scale rotations (withdrawal of units for restoration, etc.) – someone must replace those people. That is, on the one hand, we see the desire of politicians to please. On the other hand, we have the reality that the military command faces – to protect and preserve the country.

Of course, many military personnel would already like to be at home with their families and live the life we ​​lived before the war. But first of all, we need to protect the country.

No less important is the issue of reserve training. And therefore, the issue of training people from 18 to 25 years old, who must undergo general basic and vocational training for three months under martial law, is also good.

Also, the register of those liable for military service will allow us to plan demobilization in the future, since we will know how many people are in the reserve, and how many are in reserve, and who can be called up in accordance with their profession. It’s unfortunately a little late. But I have hope for this law, which will oblige the authorities to work in support of the armed forces and defense.

After all this, we can talk about any effective structural changes within both the army and the state as a whole.

– Regarding the formation of the reserve. Recently in Ukraine they lowered the age limit from 27 to 25, but now the Internet is actively discussing the issue that the age could be lowered to 20 years. Like, this is world practice. Does this make sense?

– In Ukraine, in general, men from 18 to 60 years old and even up to 65 years old, when it comes to the highest Genepol and officer corps, are considered suitable for mobilization. And the fact that in our country mobilization now begins at the age of 25 is the limit that makes it possible at this stage to effectively defend Ukraine.

But potentially, I emphasize, the human reserve is from 18 years old. It’s just that before that we had emergency service. Now he is gone and there will be general training, which will be carried out one-time for three months. And from 25 years old – this is a person who could potentially be called up.

Therefore, manipulations should be thrown aside and the real state of affairs explained. 25 years is now an opportunity that will allow us to attract young, high-quality people into the army. At the age of 25, a person has already formed, graduated from an educational institution, decided on a profession, acquired modern knowledge and has life experience. And such a person can potentially effectively influence the activities of the Armed Forces of Ukraine. However, this does not mean that tomorrow everyone who is 25 will be put into service. This is the potential age at which one can be called up for military service. Because this category will also include people with disabilities, or those whose marital status allows them not to serve, or those who work in important enterprises and have reservations. That is, there are many nuances here and there is no need to raise a wave of indignation without understanding it.

– Quite a controversial topic regarding booking. For example, football clubs. The Ministry recognized some clubs as critically important for the Ukrainian economy, but did not recognize others. There was also talk about bookings in circuses – this also greatly outraged society. Does the existing reservation system need changes or additional controls?

– The Prime Minister has already said that it is necessary to review the procedure for granting reservation to enterprises and institutions. Plus, the war dictates new challenges and needs for the reservation of certain specialists to provide rear support.

My opinion is that for those who are entitled to reservation, it is worth setting additional tasks to strengthen their defense capability. It is difficult for me to assess how much the players will influence the defensive capability. I also understand if we are talking about some central clubs, which, by the way, used to be formally part of the structure of the armed forces. But objectively it is difficult for me to assess the feasibility of booking, since I do not know the order of their booking and the definition of their additional tasks.

Of course, the criteria should be the same for everyone. For example, the question begins to arise as to why 50 percent of category A and B civil servants have reservations. Although if you look into it, then the armor there will definitely not affect the defense capability. And there are more than 40 thousand men in the civil service. And there are many such moments that need to be constantly considered separately in order to effectively make a reservation.

– Another important point is the mobilization of convicts. The Verkhovna Rada Committee on Law Enforcement Activities recommended allowing the mobilization of convicts, but there are some restrictions. In particular, mobilization will be prohibited for those convicted of crimes against national security, terrorism, murder of two or more people, rape, pedophilia and fatal accidents under the influence of drugs or alcohol. Is this list exhaustive so that ultra-marginal people do not end up at the front? And if you killed one person, is this considered the norm?

– Murder can be due to negligence, or without malicious intent. The same driver who hit a pedestrian on the road. But these are nuances, and the question is different. How to evaluate it – prisoners or convicts. Prisoners are one category, and convicts are also those who have already been released. That’s why you need to look at the details.

As for raising the topic of prisoners in general, if we had not had men hiding, then, probably, the question of mobilizing prisoners or women would not have arisen.

Another equally important point. Why always take some bad experiences. Russia has bad experience, but they have a completely different potential in numbers to turn around in that regard. The Russian penitentiary service had about 500 thousand prisoners and approximately the same number of those convicted and released. In Ukraine we can talk about about 40 thousand now. But if we discard women and those who cannot a priori be drafted, and those who cannot serve for health reasons, about 5-10 thousand will remain. And how to attract them to the service? By amnesty or by concluding a certain agreement. For example, a man was sentenced to 10 years, but he signed a contract for three. How can he calculate the remaining seven years? That is, there are a lot of questions that have no answers today.
