The NSSC held the 182nd plenary meeting on the 28th to receive a report on the deliberation of the operating permit for Shin Hanul Unit 2, and decided to submit it as an agenda for deliberation and resolution at the 183rd meeting on the 7th of next month.

At the 180th plenary meeting on the 27th of last month, the NSSC started discussing the issue after receiving the first report on the review of the operating permit for Shin Hanul Unit 2.
However, as it became known that Kim Gyun-tae, a non-standing member of the original draft committee who is also a senior researcher at the Korea Institute of Nuclear Safety (KINS), previously participated in the pre-use inspection of Shin Hanul Unit 2, the additional reporting process was delayed to review whether it should be excluded from the agenda.
At the meeting that day, 8 out of 9 original committee members decided that Commissioner Kim should be excluded from this issue. Commissioner Kim, the party involved, did not participate in the vote for exclusion.
The NSSC Establishment and Operation Act stipulates that “a member involved in the disposition or omission that is the subject of the matter” shall be excluded. This is the first time that a member of the original draft committee has been actually excluded for reasons such as prior involvement in a specific issue.
Commissioner Kim argued that participating in the inspection before using the nuclear power plant could not be regarded as a reason for exclusion, but it was not accepted.
Commissioner Kim said, “I respect the opinions of the members,” and did not participate in the related reports that followed.
At the subsequent meeting, the draft committee members asked Korea Hydro & Nuclear Power and KINS officials about details such as preparations for the operation of Shin-Hanul Unit 2, safety analysis, and pre-use inspection, and submitted it as an agenda for deliberation and resolution at the next meeting. decided to
Previously, Korea Hydro & Nuclear Power applied for permission to operate Shin Hanul Units 1 and 2 in December 2014.
The first report on operating permission for Shin Hanul Unit 1 was made in November 2020, and after about 8 months, the operating license was obtained in July 2021, and commercial operation began in December of last year.
