New Delhi: The clash between the Delhi government and the Center will intensify with the coming into effect of the Delhi Administrative Control Bill brought by the Central Government to override the Supreme Court’s order. Despite the Arvind Kejriwal-led Aam Aadmi Party seeking all possible avenues to fight the bill, the BJP passed the bill with ease.
AAP president and Delhi Chief Minister Arvind Kejriwal said that the BJP has stabbed the people of Delhi from behind. When Narendra Modi came to power in 2014, he said that full statehood would be given to Delhi. But they stabbed the people from behind. Arvind Kejriwal said that he will not believe anything Modi says now.
The AAP government, which is at odds with the central government on many issues, will have to act in a more restrained manner from now on. While AAP has been demanding full statehood for a long time, the Center has also interfered in the appointments of officials. AAP alleges that with this, the Center will be able to appoint those who are interested in key positions. The work ahead will be more difficult for the Delhi government, which has to wait for the Center’s approval for many projects and activities.
∙ ‘Decentralization is subverted’
Congress also criticized the bill. Congress MP Shashi Tharoor alleged that the decentralization guaranteed by the Constitution is being subverted. Federalism is under attack. This is a terrifying chapter in the history of Indian sovereignty. Shashi Tharoor said that the BJP is insulting the democratic tradition.
∙ ‘Decision Lt. Governor’s
The National Capital Civil Service Authority (NCCSA) was formed to directly intervene in the administration of places including Delhi. All proceedings related to transfer and disciplinary proceedings of Group A officers of Delhi, Andaman and Nicobar and Dadra Nagar Haveli Civil Service Cadre (DANICS) will be brought under the authority. Apart from the Chief Minister, the members are the Chief Secretary of the State and the Principal Secretary of the Home Department. The bill also says that in case of disagreements, the final decision rests with the Lt. Governor.
The Ordinance came after a Constitution Bench of the Supreme Court ruled that the powers of control over the officers appointed in various departments of the Delhi government rested with the elected government and services other than law and order, police and land in the National Capital Territory (NCT) were under the jurisdiction of the government. This ordinance was introduced as a bill and passed by the BJP government. ,
