The declaration obligation put in place for all owners at the start of the year has also saturated the services on the e-mail side. At the end of June, in front of the Public Finance Center on rue des Clercs, in Metz, letter in hand, Salvatore seemed disappointed. “I received this letter regarding my property. I called 0809 401 401 six times and no one answered me, so I came here, but they didn’t even receive me…”, said the octogenarian, surrounded by several other taxpayers in the same situation.
” A real nightmare “
For several weeks, queues of unusual size formed in Metz, Thionville, Hayange, Forbach or Sarreguemines. The reason ? For the first year, the owners had to fill in a declaration of occupation of the dwellings, put in place after the abolition of the housing tax. “This declaration, made compulsory and sanctioned by a fine, is a real nightmare for public finance officers. It was coupled with the tax declaration campaign, already very intense in normal times, ”says Sylvie Pineiro, departmental secretary FO DGFIP Moselle.
“We expected a large crowd because a new declaration always arouses concern. The national telephone number had a very high level of solicitation. But the queues are not new. Before the Covid crisis, there were many more because agents declared less online. Between 2019 and 2022, visits to the counter have been reduced by two”, justifies Étienne Effa, general administrator of public finances in Moselle.
Deadline extended to July 31
As a result of this saturation at the counter and at the switchboard (more than 30% of telephone calls were unanswered on July 4, according to the unions, when a new round of reminders will fall for users), thousands of e -mails are waiting to be processed: 3,000 for Thionville and Forbach, 1,200 for Metz Center Est… made progress on his side a few days ago Philippe Ostrogorski, departmental secretary Solidaires Finances Publiques. “Some departments have even deleted the oldest e-mails without responding to them and being unable to process them. Faced with the disorder, additional time has been granted to make this declaration and the deadline has been set for July 31, 2023.
“When the pressure is reduced on taxpayers, in fact, it is less strong on services”, further advances the departmental director. And if they ask themselves the question, the requests for description of the goods and the modifications which follow can, they, be addressed independently of the declaration of occupation, well after July 31st. So there will be summer holidays to breathe a little.
