Degasperi: «From the junta only evasive answers to questions. For example on veterinary public health and food safety “

Provincial councilor Filippo Degasperi criticizes the Fugatti junta on the very delicate question of the relationship between the executive and the minority legislative assembly.

Degasperi complains, in particular, of the scarce weight attributed to the questions presented to clarify questions often of strong social importance: the dry and technocratic answers generally do not clarify the contours of the affair raised by the councilor. Yet precisely on this register, observes the former M5S, the then center-right opposition criticized the junta led by Ugo Rossi, in the past legislature.

One case, among others, mentioned by the exponent of Onda civica is the condition of the public veterinary service in Trentino, with particular reference to the disappearance of the distinction between the staff of the department and that of the APSS.

According to Degasperi, the recourse in Piazza Dante to professionals “in command” but employees of APSS a situation that calls into question the guarantees of third parties.

“What does a councilor expect – observes Degasperi – when he presents a question on the work of the provincial government?” Simply the awareness that the rule is applied, planned, implemented and above all monitored by the officials responsible for the matter in question.

This is in order to verify if the results obtained are consistent with the time and contribute, or worse, do not contribute to the pursuit of the political objective that the councilor or commissioner has set.

Political objective intended as a strategic and vision project for the overall future good of Trentino.

What surprised me and still amazes me is how the provincial government, represented by the president, relates to the exercise of the functions of the provincial councilor.

Functions that are to propose new rules or more precise clarification of the rules already in place.

Surprised precisely by who was the strongest political opposition force and who instead, since the beginning of the term, he has been acting as if he had been hit by a grillino reset attack disappointing all the promises made before reaching the provincial government.

Entrust answers to questions to officials that operate to decline the legislative, and therefore political, act at an operational level should mean that someone verifies that they have well understood the importance of the normative dictation.

This is why the various management levels, service managers, department heads, before submitting to the signature of the answer to the question to the assessor or councilor should verify that the answer is consistent in terms and timing of the political address given by the provincial government.

Without forgetting that when the opposition in the last term, the current government force did not make a day go by without attacking the same institutional forces that are now preparing legislative acts for themselves.

I’ll just take for example the answers you gave me to my questions on the “company veterinary and epidemiological surveillance network”.

The elements provided in response to my various questions by the councilor Segnana did not surprise me for the little value attributed to other aspects of veterinary public health and food safety that were the subject of my previous questions.

I remember that the previous provincial government had urgently placed the matter of epidemiological surveillance and related functions by the company veterinarian to the attention of the provincial council, pointing out that the national government could not be expected to intervene with its own acts on the matter.

I remember my perplexities on the subject by presenting questions and a bill.

Now the councilor Segnana replies that nothing can be done regarding the collection of epidemiological data, so important for animal and human health, and that by law the breeder himself must provide the data or through the company veterinarian.

It also replies that Apss has not initiated any specific action to raise awareness among farmers because at the national level the system is still being implemented.

Obviously the answers to the questions are not given by the councilor Segnana who only signs the document prepared by the department veterinarians who, however, have been APSS veterinarians in command of the department since 2015.

The question arises: how is done in this way to guarantee the impartiality of the work, in this case, the public veterinary?

Why is therehe provincial health department has stopped making use of a veterinary technical organization (with certainly lower costs for the community), to choose instead of using Apss veterinarians in command?

The answer was like that for everyone… while we continue to strologue on the most varied topics and to make tables on tables, now also online, continuing this traditional, flourishing and excellent branch of the carpentry of Trentino politics ».
