“The promulgation of the Preschool Education Law marks that preschool education has entered a new stage of ‘having special laws to comply with’, providing a strong legal guarantee for the majority of school-age children to enjoy fair educational rights, and is instrumental in promoting the popularization of preschool education, universal benefit, safety and high quality It is of important and far-reaching significance to develop and consolidate the basis for building a powerful country in education,” said Tian Zuyin, Director of the Department of Basic Education of the Ministry of Education.
The Preschool Education Law is the legal basis and action guideline for promoting the high-quality development of preschool education. Tian Zuyin introduced that in the next step, the Ministry of Education will conscientiously study, publicize and implement the Preschool Education Law, and closely integrate the implementation of the Preschool Education Law with the implementation of the spirit of the Third Plenary Session of the 20th CPC Central Committee and the National Education Conference and the implementation of the Outline of the Plan for Building a Powerful Educational Nation, so as to achieve the goal of building a strong country through education in the near future. According to the deployment, the Ministry of Education will focus on four “further steps” –
Further improve the level of universal preschool education: on the one hand, optimize the layout of resources, increase inclusive resources, especially public resources, in areas where population flows, and strengthen the monitoring of supply and demand for kindergarten admissions in areas with large population flow changes. On the other hand, we will improve the level of resource supply, promote local conditions to optimize class quotas and student-teacher ratios, and improve the conditions for running kindergartens.
Further improve the preschool education guarantee mechanism: improve the preschool education funding policy to ensure that “the budget has subjects, the allocation has standards, the sharing mechanism has mechanism, and the funding system has system.” Strict the qualification requirements for kindergarten teachers, control the entrance of teachers, and have zero tolerance for unethical behavior. Ensure the salary and benefits of kindergarten teachers in accordance with the law, and improve the level and quality of teacher training.
Further improve the preschool education supervision system: encourage all localities to strictly grasp the conditions for the establishment of kindergartens and strengthen the review of kindergarten school qualifications; improve the dynamic supervision mechanism, establish and improve the supervision and evaluation, information filing and publicity system; accurately grasp the provisions of the Preschool Education Law, and punish those who run schools in violation of laws and regulations. Faculty and staff who have problems with their ethics as teachers, or who infringe on the rights of children will be held accountable seriously in accordance with the law.
Further improve the quality of childcare and education: Guide kindergartens to adhere to the combination of childcare and education, implement games as basic activities, and create a rich educational environment. Strictly regulate the teaching behavior, study and formulate the examination and management methods of curriculum teaching resources, and strictly regulate and supervise the curriculum teaching resources used in kindergartens. Continue to carry out clean-up and rectification, and resolutely correct irregular kindergarten operations such as “primary schooling” of kindergartens. Strengthen parents’ scientific child-rearing guidance and form a good mechanism for home-based co-parenting.
After the Preschool Education Law is promulgated, how will the grassroots education system implement it?
Gu Yuehua, deputy director of the Jiangsu Provincial Department of Education, said that Jiangsu will organize the province’s education system to conduct in-depth study of the Preschool Education Law and widely publicize the core spirit and main content of the Preschool Education Law to the society through multiple channels.
“We will ask the Standing Committee of the Provincial People’s Congress to promptly revise the “Jiangsu Provincial Preschool Education Regulations” in accordance with the higher-level law. We will improve the mechanism for sustained growth in financial investment in pre-school education and further highlight the universal benefit of pre-school education.” Gu Yuehua said.
Yu Lin, the director of the No. 16 Kindergarten in Chengdu, Sichuan Province, said that they will continue to improve the kindergarten charter and system, implement the requirements of the Preschool Education Law into all aspects of daily management, put an end to behaviors that violate the laws of children’s learning and development, and lead childcare with education and scientific research.
