“What is meant by titular rank is the rank given to a citizen commensurate with the soldier position he holds, up to a second lieutenant. After the person no longer holds the soldier position, the title rank is revoked. Yes reads in the explanation of Article 5 paragraph (1) 2) PP 39/2010 concerning the administration of TNI soldiers,” Khairul told reporters on Monday (12/12/2022).
According to him, the granting of a titular degree is actually regulated by law. But you can’t just give it away. “The titular rank is indeed regulated. But that doesn’t mean it can be conferred easily,” he continued.
Khairul then revealed two civilians who received the titular title, namely composer Idris Sardi and UI historian Professor Nugroho Notosusanto. The reason for awarding the titular title to both is due to their contributions to the TNI.
“Several years ago, the late Idris Sardi, a prominent Indonesian composer, was awarded the titular rank. This is related to his duties to lead and promote the TNI Music Corps. The rank was awarded because he had to lead and supervise a number of soldiers,” he said.
“Similarly, the rank of titular Brigadier General was awarded to UI historian Professor Nugroho Notosusanto. The rank was awarded because he was tasked with leading the TNI History Center and compiling the national history of the ‘Independent Indonesia. Until he became UI Chancellor and Minister of Education and Culture,’ Khairul continued.
Once the assigned task was completed, Khairul continues, the titular rank was automatically removed from the two figures. “Thus, the rights and authorities are appropriate to the rank conferred. When in service, military law is also attached. Upon completion of the assigned assignment, the titular rank is extinguished and marital status is fully restored,” he explained.
Question Deddy Corbuzier’s contribution
Khairul then questioned the contribution of Deddy Corbuzier, thus earning the rank of titular lieutenant colonel. He insisted that the reasons be clearly disclosed.
“Referring to the above provisions and stories, the question arises, what job did Deddy Corbuzier perform in the Kemhan-TNI environment that required him to hold the rank of incumbent?” he said.
He emphasized that the award of a titular rank cannot be arbitrary. Also, given with the game.
“That must be clear. Titular rank is not something to be taken lightly or it can be given at will. not get a titular rank?” asked Khairul.
