The Flemish Parliament approved the decree on Wednesday that lays the legal basis for the organization of the next local and provincial elections in October 2024. The decree of Minister of the Interior Bart Somers not only lays down the procedures, but also adjusts a number of matters. . This will result in a relaxation of the rules surrounding the expenditure of campaign funds. And just like in the European, federal and Flemish elections, people will also be able to refuse to sit in the next local and provincial elections if they are called up for the third time.

The current decree lays the legal basis for the organization of the local and provincial elections of October 13, 2024. It simultaneously eliminates a number of shortcomings and introduces a number of reforms. For example, a number of things are being digitized and the rules surrounding campaign resources are being relaxed. A number of (outdated) restrictions are being deleted. From now on, election signs larger than 4 m² will also be permitted, as will commercial advertising spots on radio or television. The ban on handing out or selling gifts and gadgets and conducting telephone campaigns remains in force.

The decree also provides for more fine-grained election results. These can be counted and announced per geographical sub-area, say at district level.

To combat the problem of legally binding preliminary agreements, a model deed will be introduced for the nomination of the mayor and aldermen. The model deed itself will only be released on the evening of the elections themselves. This should counteract the phenomenon of nomination documents signed in advance.

Anyone who has already been called up twice as an assistant will now also be able to refuse a third call. “With this adjustment we show understanding for people who have already fulfilled their civic duty several times,” says Somers. “Anyone who is called up more than twice and wants to sit can still do so. But for those for whom this has been sufficient, we as a government want to be fair.” The upcoming exemption does not apply to chairmen and secretaries
