The Seine-Maritime prefecture has given notice to the Valgo company, responsible for the decontamination and rehabilitation of the former Pétroplus refinery in Petit-Couronne, near Rouen, to evacuate illegally buried waste, revealed Friday the Norman media Le Poulpe.
A decree taken on Thursday puts Valgo on notice to file “before January 31, 2024, a request for regularization of its administrative situation under the regulations relating to installations classified for environmental protection, taking into account the nature of the waste left in place”, or to “evacuate(r), before July 31, 2024, illegally buried waste, in particular during land backfilling operations, and direct(r) it to facilities duly authorized to receive it”.
Contacted by Le Poulpe, Valgo indicated that in August 2023, a survey campaign “highlighted the presence of residual petroleum materials from old installations. This is not the effect of an intentional action by the company, but from a lack of environmental diagnosis”.
Responsible for decontaminating this site where the Petroplus refinery closed in 2013, Valgo was fined 15,000 euros in 2021 for using hazardous waste from the Grand-Paris metro construction site as backfill.
The online commerce giant Amazon had once considered setting up a large storage warehouse there, before giving up on it in 2022.
