Decline in Office Building Transformations for Homes: A Look at the Latest Statistics

The number of homes created by converting office buildings has decreased again. Last year, according to the Central Bureau of Statistics more than 3,000 homes by transforming office buildings, which is 30 percent less than in 2021.

Office buildings that are attractive for transformation into homes have largely already been converted. “The low-hanging fruit has been picked,” says professor of housing construction at TU Delft Peter Boelhouwer. He also mentions the limited capacity of civil servants to complete the necessary procedures. “And the use of office buildings to accommodate Ukrainians can play a role.”

Hospitals and schools

Of all the homes that are not created by new construction, the majority comes from the conversion of offices. The number of homes that emerged from other types of buildings, such as hospitals and schools, increased by 11 percent. A total of 9,600 homes were created last year from the conversion of buildings. This means that the number fell below 10,000 for the first time.

The number of housing transformations varies greatly per region. In 2022, the number increased most strongly in Flevoland, from 75 to 355. More than three-quarters of these are in Almere, where several major projects have been completed. Of the major cities, Utrecht resulted in the fewest housing transformations.
