In a speech full of recognition and commitment, the Minister of Decentralization and local governance, Mr. Raphaël AKOTEGNON, inaugurated on Friday February 9, 2024, the management dialogue session for the year 2024. This solemn occasion was marked by fruitful exchanges between the various actors of the Ministry, in particular the Department Prefects and the representatives of the Results Chain.
Minister AKOTEGNON expressed his most sincere wishes for a peaceful and fruitful year, while welcoming the constant commitment of the department prefects in the noble mission of the Ministry. He highlighted the importance of management dialogue as an essential tool to promote participatory and inclusive management, aimed at improving the performance of the sector.
Returning to the efforts undertaken since 2016 to improve the living conditions of the populations, the Minister recalled the crucial role of the Ministry in the design, implementation and monitoring-evaluation of the decentralization and local governance policy. He highlighted the reforms undertaken, in particular the structural reform of the decentralization sector, the positive effects of which are perceptible and deserve an in-depth evaluation.
The Minister also addressed budgetary aspects, highlighting the main documents developed in collaboration with partner ministries. He presented the results of the execution of the 2023 Annual Work Plan, highlighting positive indicators, particularly with regard to the budget execution rate and the Ministry’s investment program.
Regarding the year 2024, the Minister unveiled a budget of 51,397,484,761 FCFA, highlighting a considerable effort in terms of resources, in particular for the Support Fund for Municipal Development (FADeC). Significant increases were announced to strengthen the resources allocated to the ongoing reform and make the FADeC “Municipal Police” window operational.
Minister AKOTEGNON did not hide the challenges to be met in 2024, while recalling the government’s determination to promote the progress and development of the populations. On this note of hope, he officially launched the execution of the 2024 Annual Work Plan, calling for responsibility and accountability of all actors involved in the Results Chain.
This management dialogue session marks the start of a new year of efforts and commitment for the Ministry of Decentralization and local governance, with the aim of contributing to the inclusive and sustainable development of Benin. (Source: Gov.bj)
