That day, in the middle of the morning, Smaïn M., a 38-year-old resident of the popular Villeneuve district, spontaneously surrendered to the Fréjus gendarmerie, claiming to have killed a man. In his backpack, the soldiers found the severed head and penis of another thirty-something, Nabil C..

On the instructions of the perpetrator, the national police (accompanied by the Draguignan public prosecutor) immediately went to the home of the perpetrator where they found his wife in a state of stupefaction and the body of the victim beheaded. Entrusted to the judicial police of Toulon, the investigation quickly led to the placement in police custody of Smaïn M., to his hearing by an examining magistrate then to his imprisonment in the prison of Draguignan. Plagued by an addiction to narcotics, the Fréjusien (whose criminal record has around twenty mentions) is being prosecuted for murder, torture and acts of barbarism.

“Personality Disorders” and “Delusional Episodes”

Faced with the police, before the investigating judge and before the judge of freedoms, he would have made incoherent remarks. “The psychiatrist who examined him stated that he suffered from psychotic-type personality disorders and delirious episodes with hallucinations, explains Me Antoine Moreaux, one of the duty lawyers who assisted him during the weekend. He also noted an increase in the disorders by a toxic intake. His clothes had been removed for the purposes of the investigation. He was dressed in a paper jumpsuit and looked very tired. Currently in solitary confinement, Smaïn M. will remain in pre-trial detention for the duration of the investigation.

Asked by Var-matin, the mayor of Fréjus David Rachline reacted to the sordid news item that occurred on the territory of his commune. “Because of the danger he represented for society, this individual had nothing to do outside”, explains the elected representative of the National Rally.
