Ten years ago today, on February 26, 2014, General Secretary Xi Jinping hosted a symposium in Beijing, listened to a report on the coordinated development of Beijing, Tianjin and Hebei, and elevated the coordinated development of Beijing, Tianjin and Hebei to a national strategy. In April 2015, the Political Bureau of the CPC Central Committee reviewed and approved the “Beijing-Tianjin-Hebei Coordinated Development Plan”, which drew a blueprint for the coordinated development of the Beijing-Tianjin-Hebei region. Over the past ten years, the three places have had the same goals, integrated measures, complementary advantages, and mutual benefit. The overall strength of the region has continued to improve, and the modern capital metropolitan area is full of vitality. Today we will take a look at the coordinated changes in the 210,000 square kilometers of land in Beijing, Tianjin and Hebei over ten years and more than 3,600 days and nights.

At the beginning of the new year, more than 200 hoisting machinery stood on the east-west axis of the start-up area of ​​Xiongan New Area. The roar of machines and the sound of hammering steel bars were heard all the time. The first batch of central enterprises transferred here were under construction at full speed. The main structure of the China Huaneng Headquarters project has been capped and has been fully transferred to secondary structure construction; the China Satellite Network Group Co., Ltd. headquarters building has begun decoration construction; the “golden reed” shaped Sinochem Building “grows” one floor every seven days .

As of the end of 2023, Xiongan New Area has implemented a total of 292 key projects, completed an investment of 657 billion yuan, covered a development area of ​​184 square kilometers, more than 4,000 buildings have been built, 712 kilometers of new roads, and 141 kilometers of underground pipe corridors have been built. 478,000 acres of forest were planted.

Today, Xiongan has entered a stage of large-scale construction and taking over non-capital functions from Beijing. More than 200 subsidiaries and various branches established by central enterprises in Xiongan have completed their settlement. Just after the Spring Festival, the first recruitment event of Xiongan New Area in 2024 kicked off. More than 170 companies provided more than 2,400 employment needs, and more than 3,000 job seekers came to apply.

The land of Xiongan New District is full of bustling scenes, and 150 kilometers away from here, the construction of a comprehensive transportation hub in the city’s sub-center in Tongzhou, Beijing, is also in progress. After completion, it will integrate intercity high-speed railways, backbone railways, urban rails, suburban railways and bus connections, becoming Asia’s largest underground comprehensive transportation hub. By then, starting from here, you can reach the Capital Airport in 15 minutes, Daxing International Airport and Tangshan City in 35 minutes, and reach Tianjin Binhai New Area and Xiongan New Area within an hour.

In recent years, the construction of “Beijing-Tianjin-Hebei on Track” has accelerated. By the end of 2023, the total mileage of high-speed rail in the Beijing-Tianjin-Hebei region will reach 2,576 kilometers, achieving full coverage of all prefecture-level cities in the region, and one-hour transportation in the core area of ​​Beijing-Tianjin-Hebei. The circle is basically formed.

“One core and two wings” is a new pattern planned by the state for the coordinated development of the Beijing-Tianjin-Hebei region. The first core refers to Beijing, and the two wings refer to Xiongan New Area and Beijing Sub-Center. As the two major positions to relieve Beijing’s non-capital functions, the urban sub-center closer to Beijing undertakes more urban functions such as administrative offices, finance and business, people’s livelihood, and cultural tourism. While decentralizing the functions of the main urban area of ​​Beijing, it also promotes the development of surrounding areas.

Relieving Beijing of its non-capital functions is the core and starting point for the coordinated development of Beijing, Tianjin and Hebei. On the one hand, it alleviates Beijing’s “big city disease” and achieves more reasonable reduction in development; on the other hand, it contributes to the aggregation of industrial chains in the region. , to achieve industrial structure upgrade.

For the 2022 Beijing Winter Olympics, the Shougang Big Diving Platform towering under this giant chimney has left countless beautiful memories to the world, and during the Spring Festival, it has become a paradise for people to enjoy ice and snow sports. In 2008, as a pioneer in relieving Beijing of non-capital functions, Shougang Group moved to Caofeidian District, Tangshan, Hebei Province, and the Shougang Park in Shijingshan District, Beijing, was reborn and transformed into a modern creative industrial park. It not only has a technological amusement park renovated from steel-making furnaces, but also shopping malls and restaurants renovated from factories. It is not only the office space of more than 300 settled companies, but also an internet celebrity check-in place that receives more than 12 million visitors annually. In the future, Shougang Park will also develop more residential and commercial facilities to better integrate into Beijing’s urban development.

Changes occurred not only in Shougang Park, but also in Caofeidian, Tangshan, Hebei Province, which inherited the Shougang factory area. After moving to Hebei, Shougang Group recruited nearly 5,000 college graduates there, and Rong Yanming was one of them. When he first came to the Caofeidian factory, it was still a strip of sand island less than 4 square kilometers.

Although Caofeidian was still a tidal flat at that time, for Shougang, it had many advantages that could not be compared with other places. Caofeidian has a deep-water port that is ice-free and silt-free all year round, as well as the location advantage of coordinated sea routes. These are things Shougang cannot enjoy in the increasingly crowded Beijing. Using Caofeidian as a logistics transfer base can significantly reduce Shougang Group’s raw materials and finished goods. transportation cost.

Taking advantage of the opportunity of relocation, Shougang also upgraded its production lines that were somewhat backward at the time and completed the transformation with high-quality plate products as the core. Driven by Shougang, many upstream and downstream enterprises in steel processing also came to Caofeidian, forming a local steel industry cluster. The agglomeration of industries has also brought about the overall development of the city. Today, Caofeidian has transformed from a tidal flat in the past into a popular and charming port city. It is also continuing to deepen cooperation with Beijing and Tianjin in the fields of medical care, cultural tourism, education and other fields. , promote the development of public services and the improvement of people’s livelihood. If we want to build a world-class urban agglomeration, it is not enough to rely on just one Beijing. Some of Beijing’s functions must be offloaded to By strengthening its economic strength and supplementing it with national construction, we will form a city cluster with a more reasonable structure.”

In the “Beijing-Tianjin-Hebei Coordinated Development Plan Outline”, there is a clear division of labor for the functional positioning of the three places. This also takes into account the different resource endowments of the three places to achieve complementary and staggered development of functions within the region.

Jin Huaizheng is the head of a biological reagent company in Beijing. A year ago, he came to Tianjin Ninghe District High-tech Industrial Park and established a production workshop here. When Jin Huaizheng chose to come to Tianjin, he was interested in the manufacturing base here, especially in the field of biomedicine where he is engaged. There are 208 industrial enterprises above designated size, which has a unique advantage for Jin Huaizheng’s product transformation.

Relying on Beijing’s R&D advantages and combining it with Tianjin’s industrial chain advantages, Jin Huaizheng’s product transformation was successfully carried out and was officially put into production in August last year. The integrated development of Beijing-Tianjin-Hebei transportation also allows Jin Huaizheng and his company employees to travel efficiently between Beijing and Tianjin, making the model of research and development in Beijing and transformation in Tianjin better realized.

For Tianjin Ninghe District, the next step will be to continue to attract investment for similar companies, attracting more upstream and downstream companies in the biopharmaceutical industry chain to settle here, forming a chain with points and clustering with chains.

In the process of decentralizing Beijing’s non-capital functions, Beijing, Tianjin and Hebei have gradually formed a coordinated development trend with one core radiating, two wings flying together, division of labor and cooperation, and multi-point blossoming. At the same time, the three places have continued to innovate and explore the interconnection of systems and mechanisms, so that the ecological environment continues to be optimized, residents’ living standards continue to improve, and the sense of gain continues to increase.

We can use this set of figures to look at the changes in the coordinated development of Beijing, Tianjin and Hebei over the past ten years: the economic aggregate has continuously crossed the level, and the regional GDP in 2023 will be 10.4 trillion, which is 1.9 times that of ten years ago. The industrial structure continued to upgrade, and the proportion of the regional tertiary industry increased by 9.6 percentage points. The employment structure continues to be optimized, with a total of 15.966 million new urban jobs in the three places. Resident income has grown steadily. The per capita disposable income of all residents in the three places has average annual growth rates of 7.1%, 6.9% and 8% compared with ten years ago. As the three places further strengthen collaborative innovation and industrial collaboration, the path for coordinated development of Beijing, Tianjin and Hebei will become wider and wider in the future, making solid progress towards the goal of building a world-class urban agglomeration.
