The cancellation of tax facilities for IT or construction has heated up the spirits, because the principle of non-discrimination, of equal conditions for everyone is invoked: Should this rule be applied everywhere and Prima casa, IMM Invest or other state interventions in the economy be cancelled?
In the dispute over the elimination of fiscal facilities for IT, construction or agriculture between economic players and macroeconomists, two principles are invoked: market players, on the one hand, say that it is industrial policy to speed up strategic sectors, and on the other hand economists speak of the “level playing field”, an economic concept that originates from the principle of the playing field in sports: the field is the same, the rules are the same for everyone. However, the question arises whether, according to the level playing field principle, all state interventions in the economy should not be eliminated, such as the First Home program or IMM Invest?
“There are facilities (Prima casa, IMM Invest – n. ed.), but they are addressed to anyone. First House is a social program, and any company, which is an SME, can apply to IMM Invest. The state must come with guarantees and must be credible for the bank. The programs that are addressed to everyone are a level playing field, but those addressed to only one category are not”, according to Adrian Codirlaşu, vice-president of CFA Romania, the association of financial analysts, according to ZF.
It is easier to show discrimination with tax benefits such as income tax exemption: how much more special is an IT employee who earns around 3,000 euros net per month than a security guard in a supermarket who earns 2,500 lei per month net, after paying all taxes and contributions?
