On Friday, September 15, as agreed, The deadline for handing over a new OPV patrol vessel to the Maritime Unit of the Border Guard (MOSG) has expired built in the French Socarenam shipyard.
On Friday morning, the MOSG spokesman, Commander Andrzej Juźwiak, informed us that the work of the acceptance committee was still ongoing. It was going to be a long day.
As we wrote earlier, the acceptance of the new patrol and rescue vessel took place in a tense atmosphere. The French demand from MOSG additional payment of approximately PLN 20 million to the contract price. This amount is approximately 20 percent. the entire investment (the cost is slightly over PLN 111 million).
After 2 p.m. on Saturday, the MOSG spokesman confirmed to us that the ship had not been received yet. – Irregularities were found in several areas, which are currently being clarified by the contractor – said Commander Juźwiak briefly.

However, our findings show that that the French wanted to include a record on the non-settlement of the transaction (a huge underpayment) in the acceptance protocol. However, our unofficial findings show that MOSG did not agree to this.

According to our information source, the owner of the French Socarenam, Philippe Gobert, who participated in the handover of the vessel, was very upset by the events in the port of Westerplatte. His shipyard specializes in contracts for maritime services and receives orders from many countries around the world.
– There has never been a similar situation in the entire long history of this company – we hear from our informant.
The French were also supposed to submit a formal one on Friday a request to MOSG to postpone the receipt of the ship to October 20, which will allow them to avoid paying fines. – The matter is not settled, but it looks dramatic – says our interlocutor.
As our informant emphasizes, 90 percent the value of the ship consists of EU funds. According to him, there is a real threat that in the event of no agreement, Poland will have to return the money.
We tried to confirm our information with the Border Guard and on the French side, but by the time the text was published we were unable to contact representatives of both sides.
Due to the ongoing process since August this year. a lawsuit brought before the District Court in Gdańsk by the Socarenam shipyard against MOSG – information about the dispute is confidential.
Recall that Polish companies were also involved as subcontractors in the construction of the new unit for MOSG. They submitted pre-trial letters to the Socarenam shipyard for payment.
The unit was built in 2020-2023, during the Covid-19 pandemic and Russia’s attack on Ukraine. Due to the interruption of supply chains and shortages of raw materials on the markets, the prices of both materials and services have gone up many times, hence – as argued by the companies building this ship – the originally assumed budgets were exceeded.
