For sectors (such as the catering industry) where a corona admission ticket (CTB) is already requested, the pass may become mandatory. But for other industries, employers are only given the option to request the QR code from employees.
No obligation
“I sometimes hear about Italian situations that your staff would run away because you use corona tickets,” says the outgoing minister. “That is not the case, because we want to make it optional, but do not want to make it mandatory.”

There are, of course, all gradations in the use of the corona pass in the workplace, De Jonge said.
Safe work situation
Employees are already being asked to work from home for the most part. But this is not possible in all industries. “And yet the employer does have an obligation to arrange a safe work situation,” said De Jonge.
A boss can also choose to have employees wear a face mask or to keep their distance. “If an employer, in consultation with its employees, comes up with other measures that lead to a safe workplace: well, fine, do it! But we do want to make it possible.”
Legislation takes time
The cabinet will look at exactly how the proposal will be implemented and what it means for healthcare, for example. De Jonge thinks that the legislative process takes a relatively long time.
In the coming period, ministers will discuss extensively with employers’ organisations, unions and experts in the field of personal data. According to the minister, it is also important that the measure is ‘proportional’.
