DB Regio AG awarded contract to improve connections between Dresden and Leipzig, Hoyerswerda, and Cottbus

In view of the existing route congestion and an expected increase in train traffic, the connections between Dresden and the train stations in Leipzig, Hoyerswerda and Cottbus should benefit from higher capacities in the future. The contract for this was awarded to DB Regio AG, which is to operate the Elektronetz Oberelbe (ENOE) from December 2026 to December 2040, like the Verkehrsverbund Oberelbe (VVO) together with the Verkehrsverbund Berlin-Brandenburg (VBB) and the Zweckverband for the local transport area Leipzig (ZVNL) announced on Monday.

On the important connection between Dresden and Leipzig, the use of five-part double-decker vehicles of the “Twindexx Vario” type is planned. Due to a separate bicycle car, the railcars also offer the opportunity to take significantly more bicycles.

The E-Netz Oberelbe includes the route Dresden – Leipzig as well as the lines from the state capital to Cottbus and Hoyerswerda. According to this, the entire network has a capacity of around 3.1 million train kilometers per year at the start of operations, with around 1.6 million train kilometers being accounted for by the VVO. The ZVNL’s share is around 0.9 million train kilometers and Brandenburg’s share is 0.5 million. From December 2035, the integration of the S-Bahn S6 (Dresden – Elsterwerda) into the network is expected to increase the volume to 3.9 million train kilometers per year.

The Pirnaer district administrator and VVO chairman Michael Geisler (CDU) warned: “Despite a more economical offer achieved in the course of negotiations, the financing of the services is only secured if the regionalization funds of the federal government are further increased and these are fully passed on to the associations by the Free State of Saxony be passed on.” The transport association expects the Free State to pass on the climate package and the energy package of the regionalization law funds to the special-purpose associations from 2024. In addition, the Eastern package of the regionalization law for regional rail traffic must be used. Otherwise, there is a risk of a reversal in traffic for Saxony.
