Day without VAT: Will they require a vaccination card in commercial establishments? | Economy

This Friday, November 19, the second day of the day without VAT will be held in Colombia of the three that were contemplated for this year, with which the trade hopes to boost economic reactivation and accelerate sales.

(Day without VAT: adjustments that the store prepares for the second day).

This day occurs three days after the requirement of the vaccination card for certain activities and face-to-face events came into force in the country, reason for which several doubts arise about the requirements for entering commercial establishments within the framework of this date.

In order to clarify what are the conditions for the realization of the second day of the day without VAT, the National Government, through a joint circular from the Ministry of the Interior, Health, Tourism and Commerce, reiterated the measures for the development of the day of discounts on November 19.

(Commerce expects to sell 6 billion pesos the second day without VAT).

This document states that “The measure does not contemplate commercial activities other than those already mentioned that are carried out in strict compliance with biosafety protocols within shopping centers.”

This means that the requirement of the vaccination card does not apply to all commercial establishments, but to those that provide leisure activities or “Face-to-face events of a public or private nature that involve massive attendance and bars, gastrobars, restaurants, cinemas, discotheques, dance venues, concerts, casinos, bingo halls and activities in sports venues, such as amusement parks, theme parks and museums.”

The circular clarifies that if any president wishes to modify or implement new measures it is necessary that they carry out the procedure before the competent authorities, “The special instructions adopted or issued by the territorial authorities must be previously coordinated in the Ministry of the Interior and the Ministry of Health, as well as with the Public Force in order to guarantee the devices and the necessary deployment to guarantee security and citizen coexistence” , the document says.
