Beatings, controls and sexual assault: the women’s refuge in Darmstadt has offered operas a shelter for 40 years. But there is not enough space. A new building is now planned.
It was a lengthy process to show the city council the need for a women’s shelter, ”says Christine Degel. At that time – 40 years ago – the attitude prevailed in the male-dominated administration: “We don’t need something like that, we are a civil service town”, says the head of the facility. But the need was there. Since 1976, the local autonomous women’s movement has shown the extent of the women affected by violence by taking stock of the situation through surveys of the police, doctors and institutions. From 1979 the women offered private accommodation to those affected.
Even today, “violence against women is among us and goes through all classes and nationalities,” said Barbara Akdeniz (Greens), head of the women’s department, on the occasion of the women’s shelter’s birthday party, which was celebrated on Tuesday. The house opened on October 20, 1980, for which the city made a building available, was the fourth in Hesse. It is still in use today, but it is bursting at the seams, not barrier-free, uninsulated and cramped. In 2019 alone, 105 women with 140 children had to be turned away. 36 women and their children stayed there from a day to more than twelve months. The situation has worsened as a result of the corona pandemic: According to Degel, emergency beds can no longer be offered because they are in the common rooms. “The risk of infection is simply too great.”

Everyone was extremely careful, they took hygiene precautions early on and are currently preparing themselves for the next wave with technical equipment, if employees in the home office wanted to offer video advice, for example.
Akdeniz announced that the city now wants to build a new women’s shelter. You already have a plot of land in view. However, drawing up a development plan takes two to three years, and the construction itself then goes quickly. The new women’s shelter, the location of which is secret in order to avoid attacks by aggressive men, is to have 16 instead of the previous ten family rooms and be barrier-free. It was a big house, said Akdeniz; the city thus fulfills the Istanbul Convention, which provides for a key of one room per 10,000 inhabitants.
“We would have preferred more rooms,” says Gabriele Grund from the board of the sponsoring association. Because only one woman can be accommodated in each room, as they often come with their children. According to Degel, the problem is that all women’s shelters in Hessen are overloaded because many women cannot find an apartment. Akdeniz argues that there will be enough places if all municipalities expand their women’s shelters.
Women’s representative Edda Feess calls for an expansion of prevention work. Every fourth woman has experienced physical or emotional violence from her partner. Men should learn to stop their harmful behavior. Feess emphasizes: “Violence against women is not a problem for women, but a problem for men.”
