/ world today news/ DKEVR is suing DANS, the National Revenue Agency, the State Financial Inspection Agency and the Prime Minister personally for the serious violations committed by the energy companies.

Today, the results of the conducted regulatory audits of CEZ, EVN and Energo-pro became clear.

Over 2,600 violations were found during the audit of the three electricity distribution companies.

The largest number of violations are related to the replacement of electricity meters. Only at CEZ, 1,088 violations were found out of 1,283 inspections (in 85% of the inspected cases).

At EVN, 349 violations were established, for which investigative protocols were drawn up, during 553 inspections – this is 63% of the inspections carried out. Other violations are related to the accounting of consumed electricity for a period longer than that approved by the State Environmental Protection Agency. I.e. instead of the ERP reporting energy for the statutory period (31 days), they reported for a longer period, which increased people’s electricity bills for the non-statutory period reported.

We remind you that this was the main reason for the mass protests in the winter of last year, which led to the fall of Borisov’s government.

The energy delivered through the networks does not meet the quality standard, i.e. the voltage is lower or higher than it should be by law. The DCEWR drew attention to the fact that in the last few weeks, many complaints have been received in the commission’s outsourced reception rooms in different cities of the country. People complain about the poor quality of service provided, which has resulted in the burning of a large number of electrical appliances. A concrete case illustrating the energy terror to which the EPPs subject Bulgarian citizens is from the village of Mirovyane. More than 500 of its residents have signed a complaint that they do not receive quality electricity.

“Along with the detected violations, the payment of unjustified commissions to the related companies, unjustifiably high costs for managerial and consulting services and less costs for technological losses on the network of “EVN Bulgaria Elektrorazpradelenie” EAD, “CHEZ Razpradelenie Bulgaria” were found, not reflected in the financial results. EAD and “Energo-Pro Grids” AD”, the report states.

The audit also carried out a thorough analysis of the financial indicators of the three ERPs, including reported revenues, technological losses and administrative and operation and maintenance costs. The companies throughout the period reported millions more revenues than established. In addition, they needed a much smaller amount of technological losses compared to what they claimed and were promised by the regulatory body.

In total, the illegally reported costs amount to BGN 818 million. They are made because of the savings that the three ERPs have made. DKEVR Chairman Boyan Boev explained that if these savings had not been made, the price of electricity could have been lower.

“Until now, all the figures lead to harming people. If the company would have reported a higher profit and had its indicators corrected in time, which would immediately affect the final price, would the state, respectively, first as a dividend, and then as a corporate tax, enter resource, as well as the inaccuracies in the electricity meters, where we have cases of a past period that has not been observed, there are cases where the two tariffs do not work – these are all cases to the detriment of all of us,” Boev said categorically.

On May 12, the SEWRC accepted the reports of the working groups on the regulatory audits of the three ERPs, which were carried out over a period of 4 months by the Commission’s experts and external experts. These audits should not be confused with the procedure for revoking the licenses of the final suppliers, which is proceeding according to the procedural rules and which we started on March 19, the regulator specified.
