Of course, but with traditional engines it burns more uphill and drives downhill with (almost) 0 consumption. But diesel is not added: it brakes on the engine, which resists because it has to run without petrol. That resistance is your brake, all you produce is unnecessary movement in the motor and some heat.

The electric is different: uphill you consume more, but downhill you brake by activating a dynamo (put it on level ground). So you not only reduce consumption with 0 consumption, but you also really recover energy that you can use again later.

Can’t estimate if that’s a lot, we have to rely on @’s experienceWARNING to trust. Physically, giving back can never be the same or more than what you used to get to the top. But it is profit.

And if you also build a catenary to give an uphill push, it immediately becomes interesting. And it is not so strange, the Alpine countries are very committed to reducing emissions through freight transport. Even the construction of a 100 km tunnel for transit traffic was not a problem, so the costs for such an overhead cable are not that high.
