Coakley O’Neill Town Planning claim that regulatory responsibility for aviation safety and security does not belong with the planning authority, as it lacks the technical resources and knowledge required. Ryanair, which is a third-party in the appeal, has expressed concerns that the project would contribute towards an excessively high per-passenger price cap and harm the recovery of Irish aviation.
