Da Nang calculates to increase the income of part-time cadres at commune level

(PLO)- Da Nang voters proposed to reduce the starting age to receive social benefits for the elderly without a pension from 80 to 75.

Continuing the voter contact program after the fifth session, the 15th National Assembly (NA), on the morning of June 29, the delegation from the National Assembly of Da Nang City had a meeting with voters in Cam Le district.

At the conference, voter Doan Thi Hoa (Hoa Tho Dong ward) proposed to the National Assembly to consider lowering the age for receiving social benefits for the elderly without pension from 80 to 75 years old.

Many other voters in Cam Le district also agreed with this recommendation.

Voter Le Van Quang (Hoa Tho Dong ward) questioned why hospitals have not yet bid enough drugs and medical supplies to serve people’s medical examination and treatment.

“People with health insurance go to the hospital and get no medicine, so they have to go out to buy it at a high price. Who is responsible for this? Both drugs and medical supplies are in short supply,” Quang said.

Responding to voters, Mr. Tran Chi Cuong, deputy head of the delegation in charge of the delegation of the National Assembly deputies in Da Nang City, said that the National Assembly has passed the Law on Medical Examination and Treatment and the Law on Bidding.

Currently, the Government is assigning ministries to urgently issue documents guiding the implementation of the law. The Government has also issued Decree 30, the Ministry of Health is implementing solutions to remove difficulties in drug shortage. Da Nang’s health sector is urgently implementing centralized procurement steps.

According to Mr. Cuong, policies towards the elderly and the weak have always been paid great attention by the Party and State. All research policies consider factors on how to ensure gender equality and create the best conditions for these subjects.

“We always want to have better and better policies, but it must be accompanied by whether the country’s conditions, capacity and resources can meet it or not. We want to raise it, but the life expectancy of Vietnamese people is also increasing,” said Mr. Cuong.

Mr. Cuong said he would propose to the National Assembly to have more harmonized policies, suitable to the general characteristics of the whole country.

“The retirement age for men is currently on track to be raised to 62, for women to be 60. However, 60-year-olds have already joined the elderly association. Unfortunately, not yet retired, they are already elderly,” said Mr. Cuong.

Regarding the regime for part-time cadres at commune level, Mr. Cuong said that he said that he was not a part-timer, but the work was sometimes very hard. Decree 33/2023 has raised the regime of part-time cadres at commune level from 1.14 to 1.5 times the basic salary.

“We want to raise more, but resources are difficult and obviously not enough, not satisfactory with the effort that they have put in. Da Nang also has a policy to increase the annual administrative expenditure for commune officials to 45 million VND, and for ward officials to 48 million VND to calculate how to increase income for part-time staff” – Mr. Cuong informed. believe.

According to Mr. Cuong, the social insurance industry is also studying to increase the insurance premiums of part-time employees to increase their future retirement benefits.
