The Institute for Sports and Cultural Credit has launched the “culture common mission 2024” tender.
The notice makes available to municipalities, unions of municipalities, associated municipalities, metropolitan cities, provinces and regions a financial allocation of 30 million euros for fixed-rate mortgages on cultural heritage to be stipulated by 31 December 2024 with the possibility of obtaining a total reduction in interest for loans with a duration of up to 10 years.
The announcement allocates for the initiative a ceiling of 4.8 million euros of interest rate contributions intended to reduce the interest on fixed rate mortgages, requested but not yet granted at the time of submission of the contribution request, to be stipulated mandatory by 30 June 2025. Applications can be submitted via the dedicated portal by 30 May 2025.
Funds for local authorities
The resources can be used by municipalities, unions of municipalities, associated municipalities, metropolitan cities, provinces and regions for investment expenses relating to interventions on cultural heritage, understood as cultural assets and landscape assets, including, according to the indications of the code of cultural and landscape assets, cultural state property, cultural institutions and places and expressions of collective cultural identity.
By way of example, these include museums, art galleries, galleries and other exhibition venues, archives, libraries, archaeological areas and parks, monumental complexes, listed properties, historic gardens, theatres, auditoriums and concert halls, immovable and movable things of artistic interest, historical, archaeological or ethnoanthropological. Each application must relate to a single project or functional lot.
In the event that the applicant requests contributions with reference to different interventions, for each of which he intends to take out a loan, he will have to formulate further requests.
Eligible projects
The call finances interventions for prevention, maintenance and restoration, protection, conservation, safeguarding and valorisation of cultural heritage to ensure the best conditions for its use and public enjoyment. Furthermore, the recovery, restoration, expansion, equipment, improvement, energy efficiency, removal of architectural barriers and upgrading of properties belonging to the cultural heritage, and digitalisation interventions can be supported. Interventions for the acquisition of cultural heritage are also permitted. Also eligible for contribution are interventions relating to increased expenses due to increases in the price of construction materials, to the coverage of expenses for supplementary assessments or increased expenses for prescriptions and adaptation to standards, as well as to the coverage of the regional or national contribution share or European capital account reduced by the granting body following the procurement of the works. The projects and interventions must be accompanied by all the declarations, authorizations, permits and similar documents required by sector regulations, including the authorization of the superintendence.
Mortgages up to 6 million
The maximum amount of subsidized mortgage for each application and in total is 2 million euros for small municipalities of up to 5 thousand inhabitants, 4 million euros for medium-sized municipalities of up to 100 thousand inhabitants other than capital cities and for unions of municipalities and municipalities in associated form, as well as 6 million euros for capital municipalities, municipalities with over 100 thousand inhabitants other than capital cities, metropolitan cities, provinces and regions.
