The draft for a “Cultural Development Plan 2030” has now been presented in Wiesbaden. The cultural development plan formulates strategies for the next few years and guidelines for future cultural policy decisions.
Wiesbaden has numerous and varied cultural offerings, but many of them are a bit lost in the public eye. A “culture info shop” in the city center, which also offers personal advice, could change that. And how about a “culture welcome package” for newcomers to Wiesbaden? These are only two of the 120 concrete proposals in the “Culture Development Plan 2030” (KEP), which is now available as a draft after a year and a half of discussion. At the public presentation on Friday evening in the “Haus an der Marktkirche” as well as in the live stream on the Internet, Head of Culture Axel Imholz (SPD) described it as a “milestone”.
Participation
Ten workshops On certain topics with a total of 150 participants, 25 expert interviews were held.
Wiesbaden residents were able to contribute to citizens’ dialogues, online discussions, public workshops and a “culture camp” for teenagers and young adults.
The steering group was made up of ten cultural actors, eight city councilors, the cultural department head and the cultural office management.

The cultural development plan formulates strategies for the next few years and guidelines for future cultural policy decisions. To this end, seven “cultural clusters” have been created: cultural heritage, literature and libraries, performing arts, music, visual arts, and cultural education and participation. The position in the cultural landscape, the profile and the potential as well as the challenges were analyzed by all of them.
In order to develop these clusters and to strengthen and improve their effectiveness, the cultural development plan makes 54 suggestions. This includes, for example, commissioning Wiesbaden artists to work on urban projects, for example for “Art in Architecture”, or creating a funding program for innovative, cross-disciplinary music formats. By strengthening the film festivals, for example, the cultural brand “Filmstadt Wiesbaden” can be further developed.
In addition, the cultural development plan also identifies nine overarching topics, for which it proposes a total of 66 measures. In Wiesbaden, for example, there is a lack of work and presentation rooms for cultural workers. The city could create a spatial cadastre, which at the same time enables interim use faster and easier. In order to further profile the Wiesbaden cultural landscape and anchor it locally and regionally, annual themes are available, similar to the “Art Nouveau Year” initiated by the State Museum.
“We gathered a lot of ideas in the course of the discussion,” said Imholz. Also an idea that cannot be found in the draft, but has a chance of being realized. The results are “not set in stone. They are guard rails. “
When a listener asked how binding the cultural development plan was, the cultural department head replied that the cultural advisory board was accompanying the development. Its chairman, Ernst Szebedits, explained that the cultural advisory board had the right to make suggestions to the cultural committee. In addition, the head of the cultural office, Jörg-Uwe Funk, added that the clusters were to have regular special-interest meetings. However, the corona pandemic was a burden on the cultural development plan, said Ernst Szebedits. A chapter on Corona has already been added to the plan. Kämmerer Axel Imholz is currently working on securing the future of the planning.
The culture committee will deal with the draft in mid-November. Discussion and decision-making in the city council is planned for December 10th. Only then will the “Culture Development Plan 2030” be published.
