Criminal court opens investigation into war crimes in Ukraine

The ICC immediately began collecting evidence of possible war crimes or crimes against humanity.

Earlier preliminary investigation

Khan had previously conducted preliminary investigations into possible crimes in Crimea and the Donbas region between November 2013 and February 2014. He is now also investigating, on behalf of the ICC, whether the Russian army is committing war crimes during the invasion of Ukraine.


Ukraine itself is not a member of the ICC, but has authorized the investigations. Russia is also not a member of the ICC and has previously spoken out against the preliminary investigation of the ICC into possible war crimes in 2013 and 2014.

‘Barbaric deeds’

The British Foreign Secretary, Liz Truss, was one of the proponents of an investigation by the ICC. She called it “urgently needed” because of the “barbaric acts of Russia.” The regime of President Vladimir Putin must be held accountable in its view.


According to Human Rights Watch, the investigation “reflects countries’ growing concerns about escalating atrocities in Ukraine.”

227 civilian deaths

The human rights organization claims that war crimes have been committed. For example, there would be evidence that cluster bombs were used in attacks on a daycare center and a hospital. Cluster bombs contain tens or hundreds of smaller bombs and have been banned by more than a hundred countries.

The United Nations has counted 227 civilian deaths in Ukraine since the invasion began.
