Aksjonova’s advisor indicates in the video that there is a lot of water in the place, so it is easier to swim than to go.

The Crimean Ministry of Emergency Situations also pointed out that floating people are not lifeguards, but usually people who “could have come up with something smarter than swimming behind a boat”.
