P-au-P., 30 May 2021 [AlterPresse] — The Monitoring Office for the agreement (Bsa) of August 30, 2021, called the Montana agreement, reports a deterioration in the security situation in Haiti, in a context of dialogue between the Bsa and the de facto government in place, to reach a political consensus.
“For the broader Montana consensus, while time passes in exchanges of documents between the head of the government in place and the Bsa, the security situation is deteriorating and the suffering of the population continues to worsen every day”, regrets the Bsa, in a public note, dated Thursday May 26, 2022, sent to the online agency AlterPresse.
Through an agenda of political dialogue discussions, the Bsa wants the drastic reduction of armed violence, insecurity and the dismantling of armed gangs, for the advancement of political dialogue with the de facto government in place.
This agenda is part of a document, published on May 27, 2022, entitled “Proposals of the Montana political consensus, extended to the amended National Protocol of Understanding (Pen) and Grand Rally for the Evolution of Haiti (Greh ), for the effective implementation of the elements submitted by the power in place and to move forward with the political dialogue”.
The Bsa also wants a national dialogue on the fundamental problems of the nation, including issues related to the Constitution and political parties in its frame of reference, the systematic fight against corruption and impunity and accountability mechanisms.
The revision of the electoral system, which can ensure the nationalization of the electoral process and the realization of sovereign elections, and allow the country to return to the path of lasting stability, the restoration of the two-headed government system (Presidency / Prime Minister) and the authority of the State, the revival of economic, social and cultural activities, are included, among others, in this agenda.
The Bsa claims to have transmitted this document to de facto Prime Minister Ariel Henry as well as to others, since the informal resumption of their political discussion to find a consensus.
“Since the informal dialogue was resumed with the power in place, on Wednesday May 11 and Sunday May 15, 2022, the Bsa – on behalf of the expanded Montana Consensus, the Amended National Memorandum of Understanding (Pen) and the political party Greh – gave Dr. Ariel Henry a framework document, which establishes a protocol to facilitate the search for a political consensus to unblock the crisis”.
In the response to the document, Ariel Henry presented, on Tuesday, May 17, 2022, four elements, which would be of great importance to him in the political dialogue.
Common front against insecurity and corruption, essential amendments to the Constitution, establishment of structures for the holding of general elections and definition of an appeasement program are the elements on which an agreement should be found, according to Ariel Henry.
On Saturday May 21, 2022, the Bsa transmitted to the head of the de facto government a document called “Proposals of the expanded Montana political consensus, modified Pen and Greh for the effective implementation of the elements submitted by the power in place and to move forward with dialogue policy,” the public memo reads.
