Each department has its share of cabanisation. These illegal constructions can be more important from one sector to another. There fight against galloping cabanization is a fight led by the state. “The warning is not enough, we have to go to the sanction, especially since today we have even more means to identify these illicit constructions”, confides Hugues Moutouh, the prefect of Hérault on the move this Tuesday, July 4 in Biterrois in the presence of the sub-prefect Pierre Castoldi, and the services of the Departmental Directorate of Territories and the Sea.
An owner has just paid the price in Nissan-lez-Enserune, west of Béziers. His 120 square meter property was demolished at his expense. This house was built without authorization, in an agricultural area, along the road to Narbonne (D609), at the exit of the village, on the left side, towards the Aude.

“With this demolition, we aim tosend a strong message to all the owners, to all those thugs who would still be tempted to build illegally, says the prefect of Hérault at the microphone of France Bleu Hérault […] We cannot fight against the artificialization of the soil to preserve nature, the useful agricultural area, and let people build with impunity, where they want, without any permit. This symbol of the effectiveness of the law is strong”.

This demolition is the culmination of a long procedure that began 11 years ago. The owner first installed a caravan, then a shed, before erecting the concrete blocks. “She must serve as an example”, said Pierre Cros, the mayor of Nissan. “*We have others. Procedures are underway. *This cabanization is a real pollution. In the municipality, we have two municipal police officers sworn to record violations of the Town Planning Code since 2009”.

Nissan-lez-Enserune, a commune of 3,000 hectares, has 700 hectares of forest. “We have sensitive places. It happens that we sometimes find caravans in the middle of the forest. It would be the worst thing that could happen to us. It is necessary that people become aware of the risks they run” concludes the mayor.

Artificial intelligence to fight against illegal housing
The development of illegal housing is a reality on a national scale, even more important on the Mediterranean coast. The coastal departments are subject to strong land pressure linked to demographic attractiveness. Each month, 1,200 to 1,500 new arrivals settled in the Hérault. In 2021, the Hérault department had 30,000 cabanized plots, not just by the sea. There are a thousand more each year in the department.
To fight against these cabanizations, the Departmental Directorate of Territories and the Sea is equipped with artificial intelligence software capable of comparing satellite images. It automatically detects potentially illegal constructions.
The demolition bill, 70,000 euros, payable by the owners
This demolition in Nissan-lez-Enserune is the second since the beginning of the year. The first took place in the town of Pouget, near Clermont-L’Hérault, again in an agricultural area. This mazet which had been raised looked like a tower. “It was a real wart for the landscape”, explains Sophie Méttetal, head of the western regional planning department of the DDTM (department comprising four territorial agents).
“We intervene when there is a judgment, lifted of all appeals, continues Sophie Mettetal*. This demolition is expensive because there was, beforehand, an asbestos removal, the sorting of materials, the bailiff, the intervention of a company with the necessary tools. Here the invoice amounts to 70,000 euros*.” The invoice obviously varies according to the surface area of the building, the possible floors, the recycling of materials and the accessibility to the site.

In Hérault, 68 mayors have signed agreements with public prosecutors. They engage in the fight against cabanization. More than 500 procedures are launched each year in the Hérault department.
