The offices of the CPAM du Calvados were closed this Tuesday, May 9. All of the department’s health advisers went on strike to denounce the decline in public service, and in particular the closure of reception centers to the public and the dematerialization of procedures.
The movement is spontaneous, motivated by an unbearable fed up. The 35 health advisers of the CPAM of Calvados went on strike this Tuesday afternoon to denounce the conditions of treatment of the insured.
“We are on strike against the decline of the public service, the closure of our reception, the all-appointment, the Améli account, the online procedures “, lists Caole Josse, strike adviser. She reports receiving policyholders who are helpless in the face of the complexity of the procedures every day.
“People need to be helped, that we accompany them to do their files. However, with online procedures, this is not possible. With the couriers, it’s complicated“. She is well aware of the difficulties for policyholders to understand administrative jargon, and cannot bear to see that some people end up abandoning their procedures.
“A lot of people are left on the sidelines. They are so discouraged that they no longer take the steps and no longer assert their rights.

The thirty agents gathered in front of the departmental center of the CPAM in Caen demand the reopening of receptions to the public, in particular in “sensitive neighborhoods”. “In Hérouville, before, we had a reception open from Monday to Friday. Now we’re open two days, by appointment only“, details Carole Josse. Consequently, either the insured make the effort to travel to the departmental center of Caen, “either they don’t come anymore, because completely discouraged“.
Today, there are only 6 agencies left in the department. In Caen, Lisieux, Vire, Bayeux, Falaise and Dives, “which should close soon“says an adviser. From around fifty agents a few years ago, there are only 35 left today, who are asked to encourage telephone meetings as much as possible.
“We allow ourselves to close agencies that are doing very well“, laments Anita Lhoussine, also an advisor. During the holidays, the branches are closed. We even go so far as to close the mailboxes!“. she notes that many people in precarious conditions, especially the homeless, no longer come. “We are on a great hypocrisy! We do everything so that precariousness is not a problem when we are not given the means to reduce it“.
For these agents disgusted with no longer being able to carry out their job under acceptable conditions, the opening of Maisons France Service in remote areas cannot be considered a viable solution. “Professionals help with digital support, but this is not an answer for specific issues”.
The deputy director of the CPAM of Calvados went to meet the striking staff in the middle of the afternoon. The latter briefly explained their demands and reserve the right to organize other demonstrations of their dissatisfaction.
