«I have always maintained the same position on this issue, replies Gaetano Manfredi, Minister for University and Research -. Abolishing the limited number today means bringing in both Medicine and Nursing Sciences a number of people significantly higher than the real needs. Every year no less than 60-70 thousand candidates participate in the two admission tests when the total requirement, not annual that is, is some tens of thousands of units. The real challenge is therefore to increase the programmed number and we are already doing it ».

In short, more places than in the past already this academic year?
“Exactly. Even if not everyone agreed this year already, I have increased the places in Medicine up to 13 thousand, that is 1,500 more, and I hope to do the same again next year compatibly with the resources we will have available. I remember that only two years ago there were less than 10 thousand. And also for Nursing the available places have been increased this year by another thousand: the programming also depends on the Minister of Health, not only on me, but it is clear that if it is possible we will do the same again next year ».
In the meantime, however, we must face an emergency that seems to have exploded suddenly and which has perhaps also been underestimated over the years. What to do?
«The theme is programming because those who enroll in Medicine today will graduate in six years and then have to specialize. Today we are training the doctors that we will have in ten years, not tomorrow. For this emergency, we have greatly increased the number of places in the specialization schools, reaching 14,500 compared to 9 thousand last year. A significant increase, it seems to me, that we plan to maintain also for next year with the resources provided for in the budget law. In other words, we will try to give an opportunity for specialization to all doctors who have graduated in the meantime: so we hope to fill the training funnel that has been created over the years as quickly as possible ».
But the greatest shortage remains that of anesthesiologists and resuscitators. How can you make up for it at this stage?
«The problem of anesthesiologists once again refers to the planning of needs. Some specializations, such as this one, although the number of places has been increased, tend to be poorly chosen by students because they are essentially linked to the emergency. It often happens that those who choose these specializations because they only have this place available, the following year they participate in the competition again but for another specialization, effectively distorting the real needs and planning. That place, in other words, burns out. This year, despite the many appeals, I put a penalty on those who change the following year: I understand that the preference of most students is for specializations less related to the emergency health area but then we lack them. specialists in emergency medicine or anesthesia and in almost all emergency professions. In this year’s announcement we have therefore provided 1,500 specialization places in anesthesia just to try to fill this gap, a thousand more than two years ago. I hope that the boys take this opportunity ».
In the maneuver that has just been launched, there is also a new strong commitment to the right to education, what exactly is it about?
“We had already made an emergency intervention on the right to education this year which allowed us to increase the number of students enrolled in universities. I am really proud of the fact that in such a difficult and particular year we recorded an increase of more than 5% in registrations, with a good percentage also in the South where, on the other hand, there was a fear of a decrease of 10 thousand registrations for economic reasons. In the maneuver, the resources for the right to education, 300 million between scholarships and tax cuts, have been confirmed and will always be, having been disconnected from the emergency. It seems to me an important signal: the investment worked well and it was right to make it structural ».
2021 will also be the start of the replication project in other cities of the South of the successful model of San Giovanni a Teduccio, the innovation hub that brings together research, universities, local authorities and businesses. What will happen?
«It is a pilot project that actually anticipates a larger project that will be part of the Recovery plan and will have a national dimension. The idea is to start with the South, focusing on pre-existing ones, that is where the right ingredients already exist to be able to repeat the Neapolitan experience of Federico II: I am thinking for example of cities in which there are already important relationships between universities, companies, research institutions. We will look, together with Minister Provenzano, at what is already in the field, at the large groups operating in the South, from Apulian aerospace to Sicilian microelectronics, from digital to energy. The territorial vocations will be the reference point: the format will remain that of San Giovanni, the actors will depend on the realities of the individual territories. The result, I hope it will be even more significant ».
