Udine and Gorizia orange area from Saturday 6 March to Sunday 21 March. The governor of Friuli Venezia Giulia, Massimiliano Fedriga, today signed a contingent and urgent civil protection ordinance in the context of urgent measures regarding the containment and management of the epidemiological emergency from Covid-19. Furthermore from Monday 8 March to Saturday 20 March all over the region for middle and high schools and universities returns to distance learning.
Udine and Gorizia orange zone, the rules
In detail, as regards the orange zone applied to the areas of the former Provinces of Udine and Gorizia, reference is made to the Dpcm of last March 2. It is therefore forbidden to move into and out of the territories in the orange zone, except for movements motivated by proven work needs or situations of necessity or for health reasons.
In any case, the movements strictly necessary to ensure the conduct of teaching in presence are allowed within the limits in which it is permitted. Return to one’s home, home or residence is allowed. Transit through the territories in the orange zone is allowed if necessary to reach further territories not subject to travel restrictions or in cases where travel is permitted pursuant to the decree. Any movement by public or private means of transport, in a municipality other than that of residence, domicile or home, is prohibited, except for proven work or study needs, for health reasons, for situations of necessity or to carry out activities or use of services not suspended and not available in that municipality.
In the municipal area, the movement to a single inhabited private house is allowed, once a day, in a period of time between 5 and 22, and within the limits of two more people than those already living there, in addition to minors fourteen years over which such persons exercise parental responsibility and to disabled or non self-sufficient persons living together. In any case, movements from municipalities with a population not exceeding five thousand inhabitants and for a distance not exceeding thirty kilometers from the relative borders are allowed, with the exclusion in any case of movements to the former provincial capitals. As regards the catering activities, they are suspended with the exception of home delivery until 10 pm, with a ban on consumption on the spot or nearby.

With regard to the adoption of one hundred percent distance learning provided for by the ordinance, the provision is valid for the whole regional territory and concerns the first and second grade secondary schools, state and equal, and the institutions that provide educational paths and professional training. The exceptions already configured in the past are reiterated, or if it is necessary to use structured and equipped laboratories that cannot be used remotely or in order to maintain an educational relationship that achieves the effective scholastic inclusion of pupils with disabilities and special educational needs. Furthermore, the possibility of carrying out face-to-face activities is always guaranteed for pupils in lower secondary schools who do not have the conditions to be able to carry out distance learning due to the lack of digital devices or adequate connectivity.
For universities and, compatibly, also for higher technical education courses, the suspension of educational and curricular activities is ordered, except for those at a distance and for those that require the use of structured laboratories that cannot be used remotely. Courses for doctors in specialist training, specific training courses in general medicine, as well as the activities of trainees in the health professions and other activities may continue, after consulting the regional university committee of reference, where necessary, also in face-to-face mode, teaching or curricula eventually identified by the same universities and institutions of high artistic, musical and dance training Even for universities and higher education, for the benefit of students with disabilities and students with specific learning disabilities, teaching activities can also continue in face-to-face mode.
The last point of the ordinance is dedicated to the administration of food and drinks obviously referring to the yellow areas of the former provinces of Trieste and Pordenone. In practice, what is already provided in the last provision is confirmed: consumption allowed, with the specification of the obligation to consume from 11 to 18 on seats regularly placed (seated) to guarantee the interpersonal distance of one meter, with prohibition of consumption in the vicinity of the exercise and in any case in places where gatherings are possible. The sale with home delivery of food and beverages is always allowed and strongly recommended.
